The Finance Manager is responsible for the overall management of the CO’s portfolio and the grants and contract management, Financial and accounting system that may include Saga modules, treasury functions including banks and cash management, monitoring of sub-ledger and balance sheet review. Ensure adequate financial support to Beirut office, partners and CIL's bases in addition to timely reporting, responses to donors, CARE Member Partners. Ensure a healthy financial position is maintained by close monitoring of CO trial balances. In addition, the position holder will be responsible for assisting program team staff in the preparation of proposal, budgets and monitoring of expenses vs budget. Knowledge of donor’s rules and regulations especially for BPRM, DEVCO, ECHO, UN, etc, as well as national laws and regulations. In addition, the incumbent should also have a depth knowledge of Financial Systems used by NGOs and the ability to provide capacity building for both finance and program staff within CARE and our partners
Detailed Responsibilities & Tasks
Performance Management
Manage the performance of a team of three Finance staff initially . This includes supervision, guidance and coaching. Recommend or initiate personnel action such as salary adjustments, promotions, transfers, disciplinary actions including performance improvement plans etc. Complete the performance management activities such as performance planning, monitoring, 90 day, six month and annual performance appraisals. Help/guide sub-ordinates in developing their IOPs
Compliance with CARE and Donors regulations plus national laws and regulations
Ensure Country Office compliance with Donors, CMP, CARE’s Rules and Regulations. Supervise preparation of financial reports submitted to Local Government Donor, CMP and CARE France. Help with implementation of CARE’s internal control procedures and ensure adherence to it. Facilitate external or internal audit and ensure implementation of audit recommendations. Review financial reports submitted to government and non-governmental entities in respect to both contractual and legal requirements. Review monthly payroll systems to ensure tax and other withholdings are made accurately in compliance with CARE policy statutory obligations. Review all leases and other contracts obligations that require current and future use of Country Office assets. Liaise with other departments on financial and procurement issues in order to give adequate and timely support. Ensure that a monthly reconciliation between Saga and assets register, annual physical count is conducted for all locations and reconciled with previous register. Ensure safeguard and protection of the organization’s assets through effective internal control and monitoring procedures.
Grants and Contracts Management:
The incumbent of this position will monitor donor’s budget vs. expenditures, assisting program team in developing cost proposals, ensuring compliance with donor’s rules and regulations in all aspects and provide guidance to program and project staff. He/she is responsible for preparation of financial information on grant tracking and monitoring system. Ensure donor’s reports are submitted a timely. Close monitoring of grant expenditures and alert management on any irregularities or variances and recommend corrective actions. Monitor spending trend and advise program managers regularly. Communicate donor rules and regulations to concerned program managers, participate on budget training and assist them in interpreting the rules and regulations correctly and Ensure monthly financial reports are sent to all project managers and program staff.
Monthly Financial closing and Reporting:
Supervise the Implementation of CARE’s and Lebanon rule and regulations. This may include the participation in development and implementation of financial training plans to the Finance and non-finance staff. Supervise the CO’s operations of accounting systems and procedures. Conduct monthly review of the CO’s General Ledger and reconcile the Control Accounts balances. Review monthly Intra Company Billings received from CARE France and CMP in a monthly basis. Maintaining close contact with CARE France Finance Personnel in this regard. Coordinate and supervise the preparation of all financial reports to be submitted timely to CARE France, CMP and donors.
Treasury & Banking:
Mange the CO’s banking arrangements and maintain liaison with principal bankers. Oversee the day-to-day cash management – receipts, disbursements and currency management. Review the preparation of monthly bank reconciliation and ensure no outstanding check for more than six months or a receipt for more than two months. Supervise the timely collection of contractual and miscellaneous receivables and payables, and monitor collections to ensure continuous improvement in process turnaround to ensure effective cash-flow management. Help with the preparation of the annual and quarterly budgets. Monitor and keep management inform about CO’s exposure to currency-related risks; ensure inflation-linked provision is taken care off.
Management of CO’s Ledgers:
Ensure that all liability and asset accounts in the balance sheet are reconciled. Prepare aging schedules for all accounts receivable and resolve outstanding balances. This may include the preparation of deduction schedules on a monthly basis. Ensure that liabilities are settled as soon as is practical and no pending advance more than 30 days without proper justifications
