Background:
Amongst CARE International’s key imperatives in our mission is putting people it serves first through implementing cutting edge programming in areas it operates. CARE International in Lebanon (CIL), has been mainly responding to the Syria crisis, but now shifting to a new strategic direction. At this stage it is of the utmost importance that we start exploring more effective business models, but also organizational structures that would support our programmatic operations to deliver services to those in need.
CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2013 to support Syrian refugees that were displaced in Lebanon from crisis. Over the course of 6 years, it has supported over half a million beneficiaries by providing protection, livelihoods, and through humanitarian programming such as shelter, WASH, and the distribution of food and non-food items.
Currently, CARE International presence is consolidated in the North, and Mount Lebanon. We also have a smaller presence in Tyre, South Lebanon as part of the WASH EC funded Consortium. The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Economic Empowerment and Humanitarian Response.
CARE Lebanon has scaled up rapidly over the past few years and today it has just about 70 staff members, with about 15 different local/international organization partners. 90% of the team is composed of national staff with a symbolic number of international members. CIL during the current period will undergo important processes as well such as the country presence review, programme strategy update, installing a partnership strategy, MEAL framework, and the upgrade other key systems.
Most importantly as CIL embarks in the coming 3-years, it will need to have the right stepping stones in place to ensure its midterm to long term presence in the country. These include the right skillsets, positions, department structures, and functions to be able to carry out important processes as a key organization of the future in Lebanon. Therefore, CIL is seeking to recruit a Consultant/Consultants who would support the CO in exploring the best fit structure that would allow the operation to be more effective, efficient and accountable. The structure that would be adopted following this consultancy’s recommendations shall allow for the right level of flexibility so to fit the needs of various scenarios that next 3 years may bring for CIL in terms of its programming.
Mission’s Overall Objective:
To assess in-depth current organizational set up in all departments, units, within the Country Office.
Specific objectives:
- Come up with recommended organisational structures which are sound and would serve three different scenarios for the CO.: a) scenario of 5 + Million USD annual portfolio; b) scenario of 10 + Million USD annual portfolio and c) scenario of 20+ Million USD annual portfolio.
- Final recommendation paper with all functions within the CO for review and approval of Country Director including proposition of integration of key existing competencies.
Methodology:
- Consultation of HQ key informants
- Complete analysis and review of current CO’s existing JDs
- Perform a mapping of key competencies
- Individual meetings with all Managers and directors of CARE International Lebanon.
- Focus group discussions with various individuals within CO.
- Workshop with Expanded SMT on what constitute the best organizational structure as we enter a new phase.
- Review of the current process and workflow at the CO (i.e. supply chain, program cycle, management, etc.)
- Communication mapping or in-depth review of RACI exercise, including relationship management with stakeholders (i.e. partners, donors, etc.).
- When necessary meeting with partner organization or other stakeholders that CO cooperates.
- De-briefing with CARE Lebanon SMT
No document from consultancy should be shared with anyone prior to approval of Country Director.
Contacts:
The focal point for this consultancy will be CARE Lebanon Country Director. CARE Lebanon staff will facilitate logistical support; arrange/attend meetings; provide interpretation if necessary; and provide background information concerning CARE Lebanon’s capabilities in advocacy area; and give feedback on the feasibility/appropriateness of proposed strategies.
Tentative Time Frame:
22nd of July 2019 arriving in Beirut.
9th of August 2019 departing from Beirut
QUALIFICATIONS AND EXPERIENCE
- Minimum of 10 years of assessing management structures, systems and processes.
- Experience of solving complex structural and office culture issues with the right approaches
- Experience in designing/developing pragmatic ways of working (i.e. doing business) for reputable NGO institutions.
- Experience in developing structures which allow for growth and expansion or in worse case scenario for restructuring
- Experience on identifying ‘niche’ for workforce and ambition of the organization
- Experience in competency development, job evaluation, and grading assessment
- Very good in conducting interviews/focus group discussions with key stakeholders.
- Good understanding on reading and linking the financial status to the actual organizational structural needs
- Good understanding of key trends in international and humanitarian development
- Excellent communication skills (verbal and writing skills)
- Proven record of successful organizational reviews
- Flexible and adaptable to dynamic changes and fast-paced work environment
- High level of financial and ethical integrity
- Commitment to the CARE values

- Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.
Please take into consideration that proposed daily rate should be inclusive of all cost (incentive, per diem, etc.).
