GBV Case Worker - Beirut Base with Field Visits to the South

1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

The Case Worker (CW) is responsible for providing Case Management (CM) services to survivors of Gender Based Violence (GBV). Through CM process, the CW will aim to respond to the survivor’s immediate needs, but also to strengthen their resilience and to support the adoption of positive coping mechanisms, allowing them to access their rights, whether Lebanese, Syrian, Palestinian or of other nationality, in the zone of intervention (South). The CW is also responsible for following up on referrals and ensures timely and adequate tracking of cases. In addition to conduct awareness and Life Skills sessions (LS).

3. Specific Duties and Responsibilities

1.  IDENTIFICATION OF THE MOST VULNERABLE AND AT RISK INDIVIDUALS AND HOUSEHOLDS

  • Organize outreach activities and field visits to the different locations of the area of intervention.
  • Conduct initial assessments to identify the vulnerable persons who require individual GBV case management, awareness or life skills.
  • Join field teams from other departments (Food security and livelihood, Protection, MEAL, others if needed) during their field visits to support safe identification and referrals.

 

2. CASE MANAGEMENT

  • Provide counselling services to GBV survivors and inform them of the services provided by CARE.
  • Conduct safe and confidential assessments for GBV survivors using standardized tools
  • Develop, implement, and regularly review individual action plans tailored to each survivor’s specific needs to respond to immediate needs, but also to strengthen their resilience and to support the adoption of positive coping mechanisms.
  • Fill specific forms for assessments and case management tracking, ensuring confidentiality, accuracy and timeliness under the supervision of the Senior Gender and Protection Officer.
  • Respond to emergency cases and manage the 24-hour hotline.
  • Refer cases to internal and external relevant services based on needs and upon consent, in collaboration with the accountability team, and follow up on the service provision.
  • Conduct follows up with the PoCs and updates regularly the case plan according to the actions accomplished and the new ones needed.
  • Monitor and follow up on cases to ensure survivors are receiving appropriate services and support.
  • Participate in case conferences, trainings and capacity-building workshops
  • Report to the senior G&P officer on complex cases for final approval on the needed intervention and actions to be taken.
  • Coordinate with other NGOs and actors in the region in order to provide assistance to the PoCs and avoid any duplication in services.
  • Close PoC’s file when no further action is required and all the specific needs are met.
  • Promote resilience and empowerment by ensuring beneficiaries’ full participation to the process.
  • Ensure the safety and respect of beneficiaries and their effective inclusion in all activities, in addition to the confidentiality of their information and their rights to access services without any discrimination.

 

3. AWARENESS RAISING AND LIFE SKILLS ACTIVITIES

  • Identify primarily active community groups and persons/role models/key informants/Focal points.
  • Plan and organize assessment of needs (i.e. FGD, interviews, outreach activities), as well as safety audits (when needed).
  • Propose and support community-based events, in coordination with other teams and partners, aiming to raise awareness on protection and gender topics.
  • Plan and implement life skills sessions for the targeted populations.
  • Plan and implement awareness sessions on gender, GBV, emotions, conflict resolution, non-violent communication, information sharing, etc.
  • Provide information on the services available to refugees and vulnerable host communities.
  • Refer, when needed, PoCs attending community-based activities to the case management or other needed services
  • Raise purchase requests for the activities when needed.

 

4.  DEPLOYMENT TO EMERGENCY RESPONSE

  • In case of emergency (related to displacement, climate events, war, etc.), be quickly deployable to provide timely support to the households and individuals impacted, and to refer them to relevant services.
  • Participate in sensitization activities at community level on gender and protection issues.

 

5. COORDINATION WITH INTERNAL AND EXTERNAL ACTORS

  • Organize and attend case conferences and other coordination meetings in collaboration with the Senior G&P Officer.
  • Support G&P Assistants in the implementation of community-based activities at the request of the supervisor.
  • Regularly coordinate with the accountability team and actively contribute to the maintenance of an up-to-date service mapping of the service providers operating in implementation.
  • Participate in training, case conferences and meetings in coordination with the Senior G&P Officer.

 

6. REPORTING

  • Provide monthly and Quarterly activity reports to the line manager (tracking sheets, narrative reports, etc.) for monitoring and reporting purposes.
  • Archiving all the GBV CM files in a confidential way and as per the SOPs.
  • Conduct analysis of the pre-post tests for all activities (when available)
  • Ensure proper documentation of data collected (hard and soft copies).
  • Shares information on field-level successes and challenges with the line manager.
  • Report on progress of gender and protection activities to the line manager.
  • Report on any trend related to protection and propose adaptation measures.

4. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Experience in humanitarian project implementation with knowledge in Protection and Gender, S/GBV, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct
  • Understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Demonstrated experience in GBV case management and knowledge of referral pathways
  • Demonstrated experience in providing PSS and/or life skills sessions
  • Demonstrated good knowledge in M&E tools with a focus on accountability and learning
  • Highly empathic in dealing with beneficiaries
  • Ability to work independently and take initiative.
  • Solution oriented mindset
  • Strong communication, interpersonal, and facilitation skills
  • Motivated team-player who enjoys working in a collaborative and international environment.
  • Ability and willingness to work in the South for the implementation is a must

b. Experience:

  • Minimum of 2-years’ experience in case management especially GBV with an understanding of the Lebanese socio-economic context and how it affects both refugees and host communities.
  • Familiarity with MS Office Applications

c. Academic background:

Bachelor’s degree in one or several of the following areas: Social work, Social Studies, psychology, counseling or other related fields.

d. Languages:

English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social Security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs and in consultation with the successful candidate.

Any extension of this contract is dependent on performance review and funding availability.
