Care international in Lebanon (CiL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.

 

The GBV project manager will be based in the Beirut or Tripoli office and will support CARE’s field offices, currently in Mount Lebanon, Beirut, and North Lebanon in the implementation of a new project as part of an anticipated EU Madad funded consortium that addresses GBV in communities. CARE as part of this consortium will be developing community based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support its social development centers (SDCs) service delivery on GBV related matters.

Working Conditions:

This position will be based in either Beirut or Tripoli office, with extensive fieldwork.

Education & Certification:

Bachelor 

Minimum Education Level:

Bachelor degree

Proven Experience:

• At least 3 years of experience as a project manager in an NGO, preferably in GBV, sexual reproductive health (SRH) programs;
• 3-5 years of experience in GBV and protection programming, including GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment;
• Proven experience of promoting practical and impactful social and gender justice initiatives, community based protection initiatives around GBV, sexual reproductive health, early child marriage among others to development and humanitarian action programs
• Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
• Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups.

IT / Software / Technical Skills:

Familiarity with MS Office software, such as Excel

• Strong analytical skills, and ability to design and direct research, needs assessments, and evaluations;
• Outstanding skills in connecting and closely collaborate with partners, as well as mentoring, capacity and skills development, promoting peer-to-peer learning and building networks;
• Familiarity with country context, social norms and sensitivity to traditions and customs of the beneficiary groups;
• Profound insight about the GBV and protection sector in Lebanon, hereunder understanding of relevant key actors’ services and programs;
• Excellent knowledge of SGBV protection challenges in Lebanon, guiding principles and core concepts.

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

• Ensure the overall project elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy with consortium partners;
• Develop, update and follow up a detailed work plan, in line with donor agreement and CARE GBV coordinator;
• Elaborate budget spending and forecast including tracking and managing partners’ spending;
• Ensure procurement plan are timely placed and communicated to the procurement department, according to CARE procedures;
• Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.

Responsibility #2: Project Team and partner Management

• Line Manage the project team members and ensure performance is in line with project, CARE’s, and donor’s expectations and requirements;
• Monitor and coordinate implementing partners and external consultants’ performance;
• Participate in grant review meetings ensuring partner INGOs are compliant with donor regulations and are on track with spending;
• Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly;
• Identify learning and training opportunities for CARE project team.

Responsibility #3: Representation and Coordination

• In close collaboration with sector Coordinator, ensure CARE representation in the relevant technical coordination meetings at the Technical committee’s level;
• Maintain healthy relationships with government institutions including the ministry and municipality and cooperating organizations through regular contacts, visits and fulfilment of project requirements;
• Support the coordinator in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.;
• Coordinate with lead agency of consortium (EFI) and partner agency (LAW) on overall project delivery;   
• Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings.

Responsibility #4: Reporting & Information sharing

• Ensure partner NGOs regularly report to CARE according to established procedures;
• Draft narrative and quantitative reports as per CARE internal requirements and donor requirements;
• Ensure internal communication and data sharing on project with relevant departments specifically MEAL, grants, communications, and advocacy.

Responsibility #5: Program Quality and Learning

• Support development of MEAL plan and program quality activities e.g. project quality meetings, and learning events;
• Ensure project data and achievements are up dated and reported monthly;
• Support and feed into monitoring and evaluation activities.
