JOB RESPONSIBILITIES
Responsibility #1: Technical Program Inputs (25% of time)
- Provide Protection, Gender, GBV and PSEAH technical guidance to Development and Emergency Protection and Gender staff according to CI’s policies, Gender approach and global humanitarian standards.
- Capacity build staff and partners through mentoring, training and guidance on best practice and standards including the IASC Gender Handbook and the IASC Guidelines for GBV Interventions in Humanitarian Settings.
- Provide technical guidance to set up a Protection case management system including safe data management protocols.
- Capacity building staff on the GBV survivor-centered approach for safe referrals of GBV issues
- Support the mainstreaming of gender, protection, a do no harm approach including GBV mitigation throughout CIL’s wider programming including cash, livelihoods and shelter
- Support CiL and partners (where applicable) to build capacity to integrate gender sensitive / responsive / transformative approaches into humanitarian work and systems
- Lead and/or support Rapid Gender Analyses following CARE’s RGA toolkit and approach
- Strengthen ‘Nexus’ programming that links the Gender in Emergencies response with longer-term interventions to ensure a strategic approach.
Responsibility #2: Program Strategy, Quality and Development (55% of time)
- Lead on program strategy development for protection and gender sector
- Lead regular planning and reflection sessions with the relevant project teams, local and international partners and government officials. A coordinator you will have the oversight and decision-making responsibility on program quality.
- Develop and implement analysis together with the MEAL team and field staff which contributes to a deepened understanding of protection and gender issues in Lebanon
- Ensure that lessons learned from the protection and gender interventions are well disseminated and understood by all staff of CARE Lebanon and integrated into current and planned programs.
- Oversee the implementation and maintenance of M&E tools and frameworks.
- Lead on the development of new programs and partnerships, in line with identified needs and within CARE’s strategy in Lebanon, including the elaboration of donor proposals, in close collaboration with program and program support teams.
- Keep up-to-date of relevant existing and new research in Lebanon by other institutions that is related to women’s empowerment/gender issues; and disseminate key outcomes with field teams in appropriate and effective way
Responsibility #3: Technical Monitoring (10% of time)
- Supervise implementation of projects’ activities and support as necessary field activities and events to ensure projects quality and timely execution.
- Monitor and coordinate implementing partners and external consultants’ performance.
- Ensure relevant social protection, GBV, and gender issues are, as a minimum, mainstreamed on a projects level.
- Enhance referrals pathways and ensure communities knowledge of such pathways and help facilities, in collaboration with the DDPI and H&A department.
Responsibility #4: External and Internal Representation (10% of time)
- In close collaboration with the DDPI, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
- Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff.
- Actively attend the relevant Gender and Protection meetings, trainings, workshops and other relevant events organized by CARE Offices.
OTHER RESPONSIBILITIES AS ASSIGNED BY LINE MANAGER
Skills:
- Experience in humanitarian project management with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct
- Understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
- Demonstrated expertise in proposal writing and reviews
- Demonstrated expertise in M&E tools with a focus on accountability and learning
- Proven experience of field humanitarian programming through direct implementation as well as through local partners
- Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national/local NGOs and community groups
- Experience interacting with and relating to gender professionals and local partners
- Strong organizational skills
- Strong analytical skills, and ability to manage research, needs assessments, and evaluations
- Demonstrated experience in staff training and coaching
- Strong communication, interpersonal, facilitation, negotiation, and diplomatic skills
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated self-starter who enjoys working in a collaborative and international environment.
Experience:
At least 5-10 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Protection and Gender topics.
Academic Background:
Master’s degree in one or several of the following areas: Gender studies, social work or relevant extensive experience.
The position will be based in Beirut office with regular visits to the field offices and implementation locations in Lebanon.
