Gender & Protection Assistant (2 Vacancies) - Generic Posting

1. Purpose

The Gender and Protection in Emergencies Assistant is responsible for supporting the implementation of gender-based violence (GBV) prevention and response initiatives, with a specific focus on field activities, delivering PSS and FPSS sessions within CARE's programming in Lebanon. This role emphasizes contributing to the execution of inclusive and safe activities carried out by protection and GBV teams and partner organizations, as well as CARE's direct activities. The assistant will contribute to the execution of field activities in collaboration with protection and health partner organizations, ensuring that these activities promote gender equality, women's empowerment, and social inclusion while adhering to CARE's commitment to disability inclusion. The Assistant will assist the gender and protection team in ensuring the quality implementation of GBV-related activities, including the distribution of dignity kits, and delivery of PSS sessions. They will also be responsible for mainstreaming gender and protection considerations across CARE’s programs. The role involves coordinating with other CARE departments such as FSL, WASH and shelter and with implementing partners, providing capacity-building support on GBV and protection issues, and following CARE’s global approaches and national sector guidelines. Additionally, the assistant will support the collection and management of quantitative data, assist with reporting, and contribute to monitoring, evaluation, accountability, and learning efforts in collaboration with the MEAL team. The Assistant will ensure the confidentiality of beneficiary data in line with established protection guidelines and uphold CARE's mission and values in all activities.

2. Reporting Lines

The Gender and Protection in Emergencies Assistant will report to the Gender and Protection in Emergencies Officer on weekly achievements, challenges and recommendations and s/he will contribute to quantitative and narrative reports according to donor’s and CIL requirement. 

3. Organizational Relationship

The Gender and Protection in Emergencies Assistant will work closely with the Gender and Protection in Emergencies Officer, under the supervision and guidance of the Gender and Protection Manager. He/ She will closely coordinate with MEAL, Project partners and implementation team.

4. Specific Duties & Responsibilities

1- Project Implementation: 
• Support with the implementation of emergency activities including the distribution of Dignity Kits
• Ensure keeping the referral pathway and service mapping updated
• Commit to the project workplan and assist in ensuring the timely provision of services.
• Disseminate awareness protection/PSEA/Accountability messages and provide relevant information for persons of concern
• Ensure that all interactions with PoCs uphold the values of dignity, equality, and respect.
• Communicate clearly with PoCs, providing necessary information about the contents and use of dignity kits.
• Follow confidentiality and security procedures to ensure PoCs privacy is protected
• Support the monitoring of gender-sensitive GRM mechanisms.
• Support the logistics and procurement processes needed for the implementation of activities and dignity kit distributions. 
• Coordinate with team members to ensure field activities run smoothly, helping to resolve issues as they arise.
• Adhere to project timelines and objectives
• Support the Gender and Protection in Emergencies Officer in monitoring partners when relevant 

2- Reporting: 
• Report any issues or concerns encountered during distribution to the supervising staff, accountability team and/or PSEA focal person
• Ensure proper documentation of data collected during activities, and distribution of dignity kits (hard and soft copies).
• Develop narrative reports as per donor’s requirement.
• Report any protection/GBV concern and or trend. 

3-Monitoring, Evaluation, Accountability, and Learning (MEAL):
•Report on progress and achievement of activities and on relevant indicators of the M&E matrix and reporting tools.
•Report on existing MEAL plans and program quality activities in a timely manner.
•Support the implementation of monitoring and evaluation activities in coordination with the Gender and Protection in Emergencies Officer, Partners’ focal points and the MEAL team.
•Ensure the confidentiality of beneficiaries’ data as per established guidelines.

4-External Representation:
•In close collaboration with the Gender and Protection in Emergencies Officer and Gender and Protection Manager, ensure liaising with external actors (local authorities, national/international NGOs, etc.).
•Maintain a strong and supportive relationship with regional agencies, partners and municipalities.
•Adherence to CARE's Principles: Uphold and promote CARE's mission, principles, and values in all activities and interactions.

5. Qualifications

Skills
•Experience in working with communities from different backgrounds. 
•Experience in integrating Gender and Protection with other sectors
•Experience in Protection and GBV activities, especially PSS, Survivor centered approach, and dignity kit distributions. 
•Experience in coordination with local implementing partners.
•Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through. 
•Excellent teamwork skills.
•Experience in reporting and consolidating reports.
•Ability to manage conflicts, work well and coordinate at a field level with partners/contractors and ensure a timely delivery of the proposed works. 
•Ability to build strong and credible relationships with partners, beneficiaries, CARE staff, beneficiaries, International/Local NGOs, local authorities, and communities. 

Knowledge
•Knowledge of CARE’s policies and commitment to gender equity and diversity 
•Knowledge of Child Safeguarding policy and PSEA (protection from sexual exploitation and abuse)

b. Experience

At least  1-3 years of relevant experience, especially at NGOs, academic organizations, Gender equality and Women empowerment, Protection, training provision on Gender mainstreaming with an understanding of the Lebanese socio-economic context. 

c. Academic Background

Bachelor’s degree in one or several of the following areas: Gender studies, Anthropology, Human rights, Public health, social science, humanitarian affairs or similar Experience in Protection, Gender, and Distributions in Emergencies.

d. Languages

English and/ or Arabic are the working language of CARE International in Lebanon. 
Knowledge of other languages is an asset but not mandatory.

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
