Job Summary:

The function of the position is to ensure the effective and efficient financial management of the Grants and Contracts of the Country Office (CO). The role is responsible for supervising awards management, Grant cycle from assessment and selection of partners till closeout and post award activities, accurate and timely donor budgets, partner organizations budgets, financial reports, project audits and internal financial visibility through timely and accurate budget monitoring.

Working Conditions:

This position will be in Beirut, with visits to other relevant offices and partners. Additionally, travel to the field offices is required as necessary. Working areas include but are not limited to Beirut, South & North Lebanon

Detailed Responsibilities & Tasks

Responsibility #1: Sub-grants / Partnership Management

• Support and participate in the entire process to assess, do the due diligence, make recommendations of partners, and suggest areas for capacity building and organizational improvements.
• Asset partner organizations sub-grant agreements finalization, to include budgets, reporting schedules, payment schedules, final proposal and amendments, if any.
• Follow up with all partner to insure reports are submitted on time, promptly reviewed and followed up for feedback actions to be implemented in coordination with the project manager.
• Follow up with Account payable to ensure timely partner payments
• Regular visits to partners to check the quality of the supporting documents of any financial data in accordance with CARE guidelines.
• Update and follow up on Partner Management system tool monthly
• Cross check partner financial report with partner narrative report. 
• Analysis of partners financial report on monthly bass.
• Follow up with partners regarding their capacity building plan including field visits.
• Assessing potential national partners through partnership assessment tools.

Responsibility #2: Grants Management and Compliance

• Update and follow up on Grants Management system tool monthly.
• Prepare project Budget follow up on monthly basis
• Follow up on IPIA process for new projects.
• Checking General ledgers / Transaction lists from donor compliance perspective before submitting donor financial reports.
• Cross checking Donor financial report with Narrative financial report using CARE tools.
• Scanning and organizing supporting documents of donor financial report.  
• Assist in preparing financial donor reports.
• Prepare sample checks requested by auditors.
