Grants Management Officer - Generic Posting

The Grants Management Officer works under the supervision of the Senior Grants Management Officer (SGMO) to support the scaling up of the country offices portfolio including providing support for the coordination of all new business development opportunities, partnerships including in PCM and general grant acquisition and management. This position is also responsible for supporting the SGMO in program reporting management, proposal development processes and donor mapping.

 

JOB RESPONSIBILITY 1: Grants Acquisition and Management (50%)

  • Maintain a thorough understanding of all CARE International in Lebanon grant contracts to ensure sound understanding of contractual obligations and regulations. This will include reviewing contracts, facilitating the processes and modifications of grant agreement, and ensuring that all contractual milestones are regularly communicated to relevant project staff. 
  • Support the SGMO on internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reporting in compliance with  donor and CARE requirements.
  • Ensure quality information management related to grants by monitoring the regular maintenance of reporting calendars and updating of internal CARE documentation and Grants Unit and Program Development tools.
  • Assist the program team in organizing the opening of grants, progress reviews, and close-out meetings, including compiling all relevant project documentation while drawing up summaries of project contracts and proposals.
  • Attend relevant meetings as needed.

JOB RESPONSIBILITY 2: New business development (40% of time)

  • Ensure regular update of donor mapping, donor engagement, and other tools to support resource acquisition at CARE Lebanon.
  • Create, identify and analyze/respond to opportunities to acquire public and private grant funding for CARE Lebanon providing succinct guidance on eligibility, requirements, timelines and competitiveness in coordination with HQ.
  • Carry out data gathering for high quality grants proposal, utilizing participatory processes across CARE Lebanon.
  • Supporting the development of grants following CARE processes including established  Go/No Go recommendations in conjunction with the Support teams when needed.
  • Support the development of capacity statements, project profiles and other relevant material that support promotion of CARE Lebanon’s work.

JOB RESPONSIBILITY 4: Accountability, learning, and research 10% of time)

  • Support evaluation activities in the mission. (specially in report writing and lessons drawing)
  • Ensure Core Humanitarian Standards are mainstreamed through program design and implementation reporting and proposal packages.
  • Lead on lessons learned exercises and ensure findings are institutionalized.

a. Skills & knowledge:

  • Experience in both emergency and development contexts, preferably with experience in more than one of CiL’s priority sectors: Protection, Livelihoods, Shelter, and Emergencies.
  • Comprehensive knowledge of program cycle management-design and evaluation.
  • Excellent communication, interpersonal, representation and negotiations skills.
  • Ability to work under pressure, and for long hours if required with sound planning, time management and administrative skills.
  • Excellent writing, editing and communication skills in English.
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, multi-cultural environment with minimal supervision.

b. Experience:

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on development and humanitarian programming in the Middle East.

c. Academic background: 

Bachelor’s degree in one or several of the following areas: The humanities, business management, statistics, economics, public policy, social sciences or equivalent.

Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and budget availability.
