CARE International in Lebanon (CIL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls.

This position will be based in Beirut, with extensive fieldwork.

Proven Experience:
- Essential
- Previous experience as a driver
- Previous supervisory position in managing drivers or staff
- Hold a valid National or an International driving license
- Good eyesight and physical condition
- Being prepared to work in tensed situation and under pressure, with multicultural staff and contacts
- Basic English speaking
Desirable
- Mechanic or fleet management experience
- Previous experience working for NGOs and or INGOs
IT / Software / Technical Skills:
Familiarity with MS Office software

Detailed Responsibilities & Tasks
Responsibility #1: Driving:
- Transport authorized passengers on their official duties, as well transport cargo safely and as instructed. This includes collecting materials from project and suppliers.
- To adhere to CARE policies and procedures, including but not limited to:
- Have a perfect understanding of all traffic laws and regulations.
- Accurately work on the vehicle log book.
- Performance of daily vehicle inspections.
- Applying the standard regulations and procedures in case of accident.
- Assist the Administration and Logistic departments in procurement, inventory & asset management and maintenance of CARE premises as and when needed and in adherence to the relevant policies.
- Ability and willingness to undertake frequent trips to and from the Field offices, including overnight stays if required.
- Commitment to working to serve humanitarian needs in line the values of integrity, service and accountability.
- Responsible for the safety and welfare of the staff in his vehicle and the equipment transported in the vehicle.
Responsibility #2: Fleet Management:
- Analyze and check fleet data on running costs, utilization and recharging.
- Ensure all vehicles are regularly serviced and maintained in line with manufacturers recommendations and warranty requirements.
- Ensure all drivers are briefed on and adhere to CARE policies and procedures.
- Ensure rented vehicles’ and driver’s contracts are complete and correct.
- Follow up on all vehicle accidents ensuring proper reporting and appropriate actions taken.
Responsibility #3: Movement Planning
- Day-to-day management of the fleet assigned to area of operation.
- Oversee vehicle planning and allocation.
- Ensure vehicles have correct equipment and sufficient fuel for the planned trip.
- Ensure safety standards in all vehicles in the fleet, including availability of necessary safety accessories and communication equipment
- Complete and update daily vehicle movement and service board and ensure vehicles are tracked when away from base.
- Collate transport requests and complete weekly movement plan.
- Ensure correct utilization and allocation of fleet across the program.
- Taxi procurement when no other vehicles available and in agreement with line-manager
Responsibility #4: Maintenance
- Ensure planned preventative maintenance is carried out to a high standard with minimum disruption to program activities.
- Responsible for the maintenance and repair of the vehicles; Inspect any work that is contracted out to other workshops; Report any faults that are not repaired, and any damage caused by user error to the logistics/transport officers.
- Manage fuel, fluids and spares stocks as needed.
- Ensure rental vehicles are fit for purpose and that hired drivers have an acceptable level of skills and are briefed on CARE policies and code of conduct.
Responsibility #5: Team management
- Manage CARE drivers and ensure performance is in line with the project, CARE’s, and donor’s expectations and requirements
- Identify learning and training opportunities for team members.
Responsibility #6: Reporting
- Ensure vehicle log books are updated.
- Monthly and weekly Vehicle Movement Plan updated and reported to Security Coordinator.
- Maintain and update all required records and paperwork for vehicles and drivers.
- Follow up on all vehicle accidents ensuring proper reporting and appropriate actions taken.
- Responsible for updating the Fleet Monthly Analysis Report on monthly basis and reported to Senior Logistics and security officer.
