CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities with their longer-term needs and basic rights through WASH, NFIs and Cash assistance activities in collaboration with local partner organizations in the North and Mount Lebanon Governorates.
Responsibility #1: Project Implementation
Ensure project cycle management as detailed below:
Ensure a close follow-up on project implementation as per donor agreement and CARE guidelines and agreed implementation strategy.
Ensure the identification of business development services providers in the target area
Assist in all capacity building efforts for the project staff.
supervise and organize the outreach in targeted communities
Ensure advertisement of BDS activities, and collection of applications by candidate beneficiaries, pre and post training delivery surveys.
Plan and lead the daily work of Refugee Outreach Volunteers (ROVs) in the collection of candidates’ applications and in follow up visits.
Provide business coaching through one-on-one and group sessions with entrepreneurs periodically to ensure information transfer.
Maintain program documentations and data base update.
Ensure the confidentiality of beneficiaries’ data as per established guidelines.
Responsibility #2: Project Team Management
Line Manage the ROVs.
Build capacities of CARE project team and partners.
Make sure all subordinates job performances are evaluated periodically.
Identify learning and training opportunities for subordinates.
Responsibility #3: Reporting & Information sharing
Provide timely and accurate input for qualitative and quantitative reports as per CARE internal requirements and donor requirements.
Ensure internal communication and information sharing on project with relevant staff
The livelihood officer will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.

Bachelor or Master degree in business administration, sociology-economics, humanitarian affairs or equivalent. Alternatively, bachelor or Master degree in agriculture, anthropology or social science. At least 2 years of experience as a project manager, preferably in livelihoods or economic development.
