Job Summary:

Care international in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, Protection, and longer-term economic empowerment solutions and activities in collaboration with local partner organizations in the North, South, Beirut, Bekaa, and Mount Lebanon Governorates. 

CARE is currently seeking a senior expert who will lead the MEAL unit in providing learning, ensuring accountability, an impact framework, context analysis, and strengthen beneficiary numbers and reporting. More importantly this position is someone who can manage teams in complex settings, has excellent writing skills, and follows trends and research relevant for the humanitarian and development field.  

This position is based in the Beirut office and will support CARE’s field offices/project sites in the implementation of a variety of protection and gender transformative projects and global and regional CARE initiatives leading research, as well as supporting high level advocacy and networking on gender and protection. This senior position will report to the DCD-Program. Knowledge of the region is highly desirable. This is a local position; however expatriates are welcome to apply. This position is part of the extended senior management team (ESMT).

Working Conditions:

This position will be located primarily in an office environment in Tripoli, with normal travel to Beirut. Also, frequent visits to the field will be required. Working areas include but are not limited to:South, Mount Lebanon, and North Lebanon

Duration of Contract:

12 months

Any extension of this contract is dependent on performance review.

Education & Certifications:

Bachelor’s in business management, statistics, social sciences or equivalent

Proven Experience:

  • Minimum 3-5 years experience ideally in NGO
  • Good understanding of humanitarian principles and humanitarian processes
  • Demonstrated writing skills and ability to do research/collect data
  • Demonstrated communication skills and ability to liaise with affected communities
  • Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.

IT / Software / Technical Skills:

Detailed Responsibilities & Tasks

Responsibility #1: Design & Implementation of a MEAL system

  • Support the development and oversee the roll-out of an organizational MEAL framework

ensuring accountability to donors and beneficiaries

  • Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming
  • Ensure that data brought together and findings from across thematic and operational

regions to form a coherent basis for analysis of impact which promotes learning and

strategy development for the whole organization.

  • Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges
  • Participate in proposal discussions, including log frame design and budgeting for M&E

Responsibility #2: Monitoring and Evaluation of programs

  • Lead on the development of M&E plans, indicator matrices, and clear data collection plan in discussion with the MEAL and program teams
  • Lead on all field data collection exercises
  • Ensure proper planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed; (Formulate assessments and M&E tools; Organizing and conducting baseline, PDMs, and producing analytical qualitative and quantitative reports)
  • Support MEAL team in organizing field activities, and support in recruiting, training and managing volunteers
  • Ensure proper data analysis, together with the project team and MEAL staff, and share them in the required format.
  • Support systems to manage information generated by MEAL activities, such as complaints databases
  • Assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and CIL.

Responsibility #3: Accountability, learning, and research 

  • Support all evaluation activities in the mission (methodological approach, data collection, analysis and report writing)
  • Ensure Core Humanitarian Standards are mainstreamed through program design and implementation via MEAL framework and running relevant trainings
  • Establish F&C system within CIL and provide support needed for the hotline attendants in following up on complaints and hand out talking points for each situation occurring
  • Lead on lessons learned exercises and ensure findings are institutionalized

Responsibility #4: Institutional Knowledge & Capacity Building

  • Seek solutions for more complex data management requirements by working with IT colleagues
  • Provide support to implementing partners with best practices and the program M&E framework
  • Support field workers and partners on accountability and humanitarian principles, and MEAL concepts/tools
  • Line manage and mentor M&E support staff in executing M&E related activities
  • Ensure that high quality analysis reports to illustrate SC’s impact and assessment findings are produced, including evidence of good practice and replicable programs, and that they are communicated at appropriate events.
