Partnership Officer

Detailed Responsibilities & Tasks Responsibility #1: Maintain records of CO sub-grants and contracts Ensure all sub-grant/contractual information is securely archived yet available as and when required, in collaboration with the Fundraiser Advisor. Open sub-grant files for each in adherence to CARE's agreement and sub-agreement management policy, in collaboration with the Fundraiser Advisor. Update regularly as required . Responsibility #2: Support to proposal development and budgeting Support proposal development processes through the provision of technical guidance in respect to agreement formulation and due diligence. When appropriate support the development of new sub-grant and other agreement budgets with data information backing and coordination with Senior Finance Officer and Budget Manager. Recommend or facilitate opportunities to help build staff and partner capacity in budget formulation/management. Responsibility # 3: Sub-grants & Contracts Management: Help reviewing all sub-grantees and contracts and ensure that all concerned staffs are aware of associated rules, regulations, reporting requirements, in collaboration with the Budget Manager. Help the Budget Manager with promptly updating CO guidelines/manuals as appropriate for. Responsibility # 4: Participate in the analysis and preparation of financial/donor reports, donor and country office annual budgets. Maintain project and donor database information and files in both hard and soft copies Prepare monthly expenditure reports for Project Managers. Prepare periodic reports to the donors and partners as required by the contracts meeting all reporting deadlines  Prepare quarterly reconciliation reports between sub-grant and contract reports and actual expenses by the end of the month following the quarter Ensure compliance of all donor requirements as per signed contracts when reviewing expenses and preparing financial reports. Support the Finance Manager in the preparation of donor budgets prior to submission of proposals to donors Support the Finance Manager in the preparation of CO annual budgets and training of Project Managers in the use of the budget software Support the Finance Manager  in the preparation of annual and quarterly  pipeline analysis Review expenditure reports submitted by partners and sub-grantees for accuracy and compliance to donor requirements.  Responsibility #5: General Sub-Grants and Contracts Maintain liaison with Finance and CIL departments/Field Offices and partner NGOs. Assist in preparing for internal and external audits. Assist in the monitoring of the implementation of compliance within sub-grants and contracts. Bring any findings to the attention of the Finance Manager. Job Responsibility #6: Other duties and Responsibilities assigned by the supervisor Support other functions within Finance Department when required.
