Partnership Training Workshop Consultancy for the Lebanon Country Office

Background:

Amongst CARE International’s key imperatives in our mission is putting people it serves first through implementing cutting edge programming in areas it operates. CARE International in Lebanon (CIL), has been mainly responding to the Syria crisis, but now shifting to a new strategic direction. At this stage it is of the utmost importance that we start exploring more effective business models, but also organizational structures that would support our programmatic operations to deliver services to those in need.

CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2013 to support Syrian refugees that were displaced in Lebanon from crisis. Over the course of 7 years, it has supported over half a million beneficiaries by providing protection, livelihoods, and through humanitarian programming such as shelter, WASH, and the distribution of food and non-food items. 

Currently, CARE International presence is consolidated in the North, and Mount Lebanon. We also have a smaller presence in Tyre, South Lebanon as part of the WASH EC funded Consortium. The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Economic Empowerment and Humanitarian Response. 

CARE Lebanon has scaled up rapidly over the past few years and today it has just about 70 staff members, with about 15 different local/international organization partners. 90% of the team is composed of national staff with a symbolic number of international members. 

Most importantly as CIL embarks in the coming 3-years, it will need to have the right towards civil society organizations and partner organizations in particular. Although a lot of work takes place with partner organizations, or in another words all delivery is organized in that way, CARE Lebanon team were not exposed sufficiently to principles, standards and ways of working in partnership as per CARE International strategic directions. 

Mission’s Overall Objective: To increase CARE Lebanon CO partnership understanding

Specific objectives:

1. Introduce via workshop key partnership concepts and the way on how partnership relations could be organized/categorized
2. Train/introduce CARE group to the basic principles and standards of partnerships
3. Support CARE Team in defining their principles and standards as CARE Lebanon

Methodology:

1. Consultation with SMT, Program team, Grants Team, PMs, etc.
2. Conduct a partnership workshop for group of 15 participants on partnership principles, approaches and standards
3. Write up workshop report
4. De-briefing with CARE Lebanon SMT

Contacts:

The focal point for this consultancy will be CARE Lebanon Country Director. CARE Lebanon staff will facilitate logistical support; arrange/attend meetings; and provide background information concerning CARE Lebanon’s capabilities in advocacy area; and give feedback on the feasibility/appropriateness of proposed strategies. 

Tentative Time Frame:

20th of November 2019 start date

27th of November 2019 end date

QUALIFICATIONS AND EXPERIENCE

• Minimum of 10 years of partnership work
• Experience on linking strategic work to the concrete programmatic actions
• Preferred previous CARE International experience
• Experience of delivering workshops
• Experience in designing/developing pragmatic ways of working with COs
• Very good understanding of Lebanon dynamics
• Excellent communication skills (verbal and writing skills)
• Proven record of successful career with Partnerships
• Commitment to the CARE values

How to Apply

This consultancy is open for national and international individual consultants. The position will be open till November 13, 2019 however CARE Lebanon has the right to interview on a rolling basis. The proposed daily rate should be justified by proof of an established previous similar rate.

Please submit your technical and financial proposal to undertake the above activities by sending an email to recruitment@careliban.org . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

• Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;
• Copy of the CV;
• List of previous clients for similar jobs;
• Copy of newly issued judgmental record for nationals;
• Copy of ID or passport

b) Financial proposal detailing the following:

• Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
