Program Support Coordinator - Partnership Program

Detailed Responsibilities & Tasks Responsibility #1: Management of  financial resources Responsible for budget planning, monitoring and reporting, in collaboration with the program managers by ensuring that contractual obligations are fulfilled. Oversee and manage all staff working for the program support functions. Control accurate budget management and financial reporting and all related financial oversight measures Manage the cash flow, cash transfer to partners and ensure financial monitoring Ensure supporting documents are complete and in compliance with CARE and donor regulations and procedures. Follow-up of the accountancy (day-to-day accountancy, monthly closure, etc.) Lead in preparation of audit and external evaluations. Responsibility #2: Management of Logistics Ensure that procurement procedures implemented by CARE and the partners are in line with CARE and donor guidelines and policies. Ensure diligent compliance with donor  and organizational requirements and that  related administrative, financial and logistical procedures and tools are put in place and carried out effectively and efficiently Manage the day-to-day logistics for the remote assistance team (transportation and vehicles follow-up, purchase, premises, communication management, etc.) while ensuring a good respect of the guidelines and policies.   Assist Program and operational personnel in regular procurement planning meetings. Coordination with partners on a feedback mechanism regarding the procurement and logistical support.    Supervise and coordinate all logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, maintained, damages are reported, and ensure that vehicles internal equipment are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues. Responsibility #3: Management of Administrative & Human Resources Collaborate with the CARE Lebanon Deputy Country Director and administration manager on recruitment, implementation of staff appraisal processes, HR follow-up of the partnership program team. Ensure correct and accurate implementation of administrative procedures and legal framework. Responsibility #4: Capacity building and coordination Ensure continuous training and capacity building to strengthen and develop the administration, logistics and finance department of partners and CARE partnership program team.  Take part in CARE internal and external meetings and represent CARE on the administrative issues. Collaborate with Program Managers and their teams to ensure adequate oversight and effective guidance on all PS activities.   Supervise the IT Officer/ IT out sourcing to ensure the proper use and maintenance of IT (internet connection, computers, software, backups, etc.) and tracking of all mission assets. Competencies Good experience in leading support functions in humanitarian organization.  Experience in building capacity of national partners Knowledge of the accountancy software people soft Good knowledge and experience of institutional donors guidelines and procedures Extensive knowledge of project management cycle Ability to operate effectively in a stressful and sensitive environment Ability to organize and prioritize complex and competing tasks and deadlines   Highly flexible and adaptable  Works with trustworthiness and integrity and has a clear commitment to CARE's core values and humanitarian principles.
