CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. CARE’s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls.
With a new EU Madad project expected to start in September, CARE will work in a consortium to program on gender-based violence, sexual and reproductive health issues and capacity building working closely with local authorities, the Ministry of Social Affairs and a number of Social Development Centres, to develop and enhance community-based protection practices, programs and activities.

Education & Certification:
Bachelor Degree in associated discipline
Minimum Education Level:
Bachelor’s degree
Proven Experience:
- 5 years of experience in GBV and protection programming, including sexual reproductive health (SRH), early child marriage (ECM), women’s empowerment voice; economic empowerment
- 3 years of experience in project management that includes managing implementing partners and working with local/national government. Experience working in a consortium is also a plus.
- Demonstrated promotion of practical and impactful social and gender justice initiatives, community-based protection initiatives around GBV, sexual reproductive health, early child marriage; refugee programming and both development and humanitarian programming experience
- Strong understanding of Lebanon’s political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
- Understanding of working within diverse partnerships, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
IT / Software / Technical Skills:
Familiarity with MS Office software

Detailed Responsibilities & Tasks
Responsibility #1: Project Implementation
- Ensure the overall project elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy with consortium partners.
- Develop, update and follow up on a detailed work plan, in line with donor agreement and CARE GBV and Protection Specialist.
- Elaborate budget spending and forecast including tracking and managing partners’ spending.
- Ensure procurement plans are timely and according to CARE & EU procedures.
- Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
- Ensure that all donor contractual requirements are fulfilled.
Responsibility #2: Project Team and Partner Management
- Manage the project team members and ensure performance is in line with the project, CARE’s, and donor’s expectations and requirements
- Monitor and coordinate implementing partners and external consultants’ performance.
- Participate in grant review meetings ensuring any partner NGOs are compliant with donor regulations and are on track with spending.
- Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
- Identify learning and training opportunities for team members.
Responsibility #3: Representation and Coordination
- In close collaboration with the Protection and GBV Specialist, ensure CARE representation in the relevant technical coordination meetings.
- Maintain professional and good working relationships with government institutions such as the Ministry and Municipality and cooperating organizations through regular contacts, visits and fulfilment of project requirements
- Organize field visits by donors, peer agencies, CARE Members, Media, etc. in cooperation with the Protection and GBV Specialist.
- Coordinate with the lead agency of consortium and other partner agencies on overall project delivery
- Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings.
Responsibility #4: Reporting & Information sharing
- Ensure partner NGOs regularly report to CARE according to established procedures.
- Deliver on all narrative and quantitative reports as per CARE internal requirements and donor requirements.
- Ensure internal communication and data sharing of the project with relevant departments specifically MEAL, grants, communications, and advocacy
Responsibility #5: Program Quality and Learning
- Support development of MEAL plan and program quality activities e.g. project quality meetings, and learning events;
- Ensure project data and achievements are up dated and reported on a monthly basis
