CARE is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE is very well established in the region and set up an office in Jordan as early as 1948. CARE International in Lebanon (CIL) is supporting refugees as well as local communities through WASH, NFIs and Cash assistance activities in the North and Mount Lebanon Governorates.
Detailed Responsibilities & Tasks:
Responsibility #1: Project Implementation
Ensure project cycle management as detailed below:
Ensure the overall project implementation as per national standards, donor agreement and CARE guidelines and agreed implementation strategy.
Collaborate with the WASH Coordinator and with the Area Manager in the development of the project strategy/methodology, and ensure project implementation is carried out accordingly.
Develop, update and follow up a detailed workplan, in line with donor agreement and in agreement with the CARE Lebanon Country Office.
Participate in grant review meetings ensuring partner NGOs are compliant with donor regulations and are on track with spending.
Make sure partner NGOs carry out works in accordance with agreed drawings, BoQs and specifications, and promptly address any discrepancies according to established procedures.
Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation.
Ensure budget forecast and follow-up in collaboration with the finance department, according to CARE procedures, to track and manage partners’ and CARE’s spending.
Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures.
In collaboration with the partner NGOs, lead in the identification of beneficiaries in the targeted areas and ensure the high quality of the data collected during the assessments implemented by the project team and by the partners.
Enhance referrals pathways and ensure communities’ knowledge about the project in close collaboration with the Area Manager and the partners.
In support to the Monitoring and Evaluation Manager, and in collaboration with the WASH Coordinator, ensure the project is effectively monitored through regular data collection and analysis of key indicators, and ensure that processes and results are properly documented.
Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
In case some of the project activities interface with infrastructure owned or managed by the Municipality or by the Water Establishment, ensure their approval during selection and planning, ensure that they are consistently kept up-to-date on implementation, and that completed works are handed over to them according to the established procedures if applicable.
Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities.
Ensure the confidentiality of beneficiaries’ data as per established guidelines.
Responsibility #2: Project Team Management
Line Manage the project team: indicatively 1 WASH/Shelter officer and 1 Community Mobilization Officer.
Closely monitor the two partner NGOs in planning and implementation of the activities in their responsibility.
Build capacities of CARE project team and partners.
Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
Identify learning and training opportunities for CARE project team
Responsibility #3 : Representation and Coordination
In close collaboration with the Area Manager and with the WASH Coordinator, ensure CARE representation in the relevant technical coordination meetings at field level.
In close collaboration with the Area Manager and with the WASH Coordinator, ensure CARE’s representation in all relevant forums at the field level and vis-à-vis relevant actors as relevant to the project (municipalities, Water establishments, UN agencies, INGOs, local NGOs, community focal points, etc.).
Support the Area Manager in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
Responsibility #4: Reporting & Information sharing
Ensure partner NGOs regularly report to CARE according to established procedures.
Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
Ensure internal communication and information sharing on project with relevant staff (WASH Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).
