Project Officer

Purpose

The project officer will be part of a team implementing a new EU MADAD supported consortium, which will strengthen access to protection, participation and services for women refugees, IDPs and host communities. CARE as part of this consortium will be developing community-based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support and strengthen its social development centers (SDCs). This position will work closely with 3 field specialists working directly with the SDC’s to support several centers in Akkar and North Lebanon in initiatives to address gender-based violence, sexual and reproductive health and rights, as well as set up youth safe spaces, develop community outreach strategies.  Project Officer will be supporting the Project Manager in day-to-day tasks related to the project implementation and other events and will assume responsibility for gathering data from activities and overall administrative support. The project officer will have a crucial role in supporting on M&E, reporting, and communication activities.

 

Key Responsibilities

PROJECT IMPLEMENTATION AND COORDINATION

  • Facilitates the coordination with the logistic and finance departments for the implementation of the activities;
  • Works closely with the MEAL Department in the collection of project indicators and sources of verification;
  • In coordination with field specialists, ensures collection and archiving of sources of verification
  • Supports the project manager in the project follow-up: indicators, respect of work plan and expenditures, reporting.

  • Supports in the proposal and implementation plan of the project.
  • Support in the implementation of other CARE projects and events when requested and in agreement with Project Manager

 

COMMUNICATION

  • Works closely with the Communication Officer and field staff for the collection of media material, the production and dissemination of communication tools, community campaigns, and theater sessions;
  • Facilitates and ensures the respect of donors’ and partners’ visibility guidelines in all external communication tools;
  • Prepare substantive background papers for project events (meeting folders, speeches, presentations etc).

 

REPORTING:

  • Quality check, consolidation and restitution to the field teams of the reporting;
  • Regularly consolidates the reporting of field teams and converts the reports into project indicators matrixes
  • Sends minutes from all the meetings and discussions
  • Sends any other report upon management request
  • Participates to intermediate and final project reporting
  • Any other task not here listed and necessary to the projects and activities

 

 

Educational Background

Bachelor degree

 

 

Proven Experience
  • proven experience in working with protection, hereunder Gender Based Violence (GBV), early child marriage (ECM) and Sexual Reproductive Health and Rights (SRHR), preferably an NGO setting;
  • Strong understanding of the Lebanon political, legal, and social systems as related to protection and refugees as well as demonstrated experience in working in/collaborating with civil society as well as local authorities;
  • Strong communication and organizational skills
  • Provide alternative solutions when confronted with problems that may affect the goals or deadlines for the project(s).
  • Ability and willingness to travel in Lebanon when needed.

  • Work independently with minimal supervision.
  • Read, comprehend and interpret written materials of moderate to complex difficulty.
  • Records management systems (both automated and paper files) to ensure accurate maintenance of files and ease of retrieval.
  • Communicate clearly and concisely, both orally and in writing.

 

 

IT Skills

Proficiency in the Microsoft Office.

 

 

 

Languages

Proficient in Arabic and English

 

Duration of contract

1 year, renewable based on funding and performance
