CARE is leading on a 4-year AFD funded BASATINE Consortium (Bolstering Agriculture Systems’ Ability to Invest, Nourish, and Employ) that aims to immediately address food insecurity and provide needed income and technical support to farmers to survive this tumultuous time, as well improve the capacity of food systems to maintain employment and growth in the longer term via stronger domestic production and system linkages.
CARE is looking for a Project Officer for the above mentioned BASATINE Consortium; the officer in charge will be based in Beirut and reporting to the Project Manager. He/She will be supporting the project manager in day-to-day tasks related to the project implementation and other events and will assume responsibility for gathering data from activities and overall adminstrative support. The project Officer will have a crucial role in supporting on M&E reporting, and communication activities.

Specific Duties and Responsibilities
PROJECT IMPLEMENTATION AND COORDINATION
- Facilitates the coordination with the logistic and finance departments for the implementation of the activities;
- Works closely with the MEAL Department in the collection of project indicators and sources of verification;
- In coordination with field specialists, ensures collection and archiving of sources of verification,
- Supports the project manager in the project follow-up: partnership follow up, indicators, respect of work plan and expenditures, reporting.
- Supports in the organization of meetings, events, workshops and make appropriate reporting and documentation
- Support in the implementation of other CARE projects and events when requested and in agreement with Project Manager.
- Support in the overall Program Implementation activities as needed.
COMMUNICATION
- Works closely with the Communication Officer and field staff for the collection of media material, the production and dissemination of communication tools, community campaigns, testimonial and filming theater sessions;
- Facilitates and ensures the respect of donors’ and partners’ visibility guidelines in all external communication tools;
- Prepare substantive background papers for project events (meeting folders, speeches, presentations etc).
REPORTING:
- Quality check, consolidation and restitution to the field teams of the reporting;
- Regularly consolidates the reporting of field teams and converts the reports into project indicators matrixes,
- Sends minutes from all the meetings and discussions,
- Sends any other report upon management request,
- Participates to intermediate and final project reporting,
- Any other task not here listed and necessary to the projects and activities
OTHER RESPONSIBILITIES AS ASSIGNED BY LINE MANAGER
Qualifications / special skills or knowledge
a. Skills & knowledge:
- Experience in humanitarian project management with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct
- Understanding of Lebanon’s political, legal, and social systems as related to, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
- Demonstrated expertise in M&E tools with a focus on accountability and learning,
- Proven experience of humanitarian programming through direct implementation as well as through local partners,
- Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national/local NGOs and community groups
- Experience interacting with and relating to gender professionals and local partners
- Strong organizational skills,
- Strong analytical skills, and ability to manage research, needs assessments, and evaluations,
- Demonstrated experience in staff training and coaching
- Outstanding organizer,
- Strong communication, interpersonal, facilitation, and diplomatic skills,
- Experience in coordination with various stakeholders (INGOs, LNGOs, donors, Clusters, UN agencies),
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks,
- Motivated self-starter who enjoys working in a collaborative and international environment,
- Ability and willingness to travel within Lebanon if needed.
b. Experience:
Minimum of 3 to 5 years’ experience in similar work, including social work especially protection and GBV with an understanding of the Lebanese socio-economic context and how it affects both refugees and host communities.
Familiarity with MS Office Applications
c. Academic background:
Master’s degree in one or several of the following areas: Agriculture, Business Administration, Social worker, Management,
- Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
- of other languages is an asset.
6. Other contract elements
Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
Any extension of this contract is dependent on performance review and funding availability.
