Project Officer - Generic Advertisement

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

The project officer role is to build and maintain a collaborative relationship with partners while ensuring the implementation of works is timely and relevant and that all challenges are reported and addressed to feed into future designs. The project officer will have oversight with a large degree of involvement in assessments, selection, implementation, monitoring and gap assessments to highlight exclusion risks of marginalized groups and exclusion of geographical areas among others.

4. Specific Duties and Responsibilities

Responsibility #1:Project implementation

  • Contribute to the overall project implementation as per minimum standards, donor agreement and CARE guidelines.
  • Ensure relevant stakeholders have a practical understanding of  standards for food and hygiene kits distribution,  to meet basic and essential needs
  • Prepare and assist in preparation/update of implementation tool (workplan, project monitoring tool, VA, PDM, tracking sheets, reporting templates, schedules, field visits monitoring tools, etc. …)
  • Support the Project Manager in the development of the project strategy/methodology.
  • Conduct regular field visits with partners to monitor the implementation of activities
  • Ensure that quality standards of work and materials are respected as per the agreed standards and specifications
  • As appropriate, participate in community consultations with partners in order to better identify the communities’ needs.  
  • Work closely with the partners to ensure that the identification, selection, and distribution processes the facilities built or rehabilitated are correctly operated and maintained after completion of works
  • Conduct vendors mapping, selection, and contracting, and ensure vendors’ understanding of CIL code of conduct and of food voucher implementation process.
  • Lead the negotiation with vendors to explain payment process and all related activities to food vouchers implementation
  • Conduct regular spot checks and quick satisfaction survey to ensure that the food voucher process is as per agreed standards and specifications.
  • Make sure all the documents related to the projects are complete are accurate
  • In coordination with the Food Security and Livelihood Coordinator, PM and MEAL team, ensure appropriate evaluation, implementation and monitoring tools are in place
  • Provide weekly reports to the project manager on the implementation of activities and report any challenges

Responsibility #2: Partnership Management  

  • Promote the efficiency of technical interventions through local capacity building and collaboration with partners and suppliers in the field
  • Schedule and organize meetings with implementing partners and suppliers to discuss progress and challenges
  • Maintain a clear, regular, and applicable communication line/flow of information between CIL, partners, suppliers, beneficiaries, and all involved stakeholders especially when related to distribution and food voucher implementation
  • Daily follow up with partners on all project activities, note challenges, suggest solutions, and give constructive feedback on activities to be done differently to meet with project’s requirements and standards.
  • In collaboration with Food Security and Livelihood Coordinator and PM identify capacity building requirements for the shelter team members. Deliver technical trainings and one-on-one mentoring
  • Supervise and coach all direct reports by technical field staff
  • Ensure the team members use relevant weekly work plans and reports
  • Ensure that program interventions continue to be informed by and integrated with other core sectors such as protection and food security & livelihoods
  • Liaise with other project departments and give support when needed.

Responsibility #3 : Logistics & Administration

  • Ensure the follow-up and the proper use of materials, tools and assets during the activities
  • Ensure compliance with CARE administrative and logistical procedures
  • Ensure that movement plans are set in coordination with the security and safety/fleet departments
  • Ensure that all office supplies are provided and follow-up with logistics/procurement departments
  • Assist in the budget follow-up by managing activities in a timely manner

Responsibility #4: Reporting

  • Collect all information and written/verbal reports on the progress of the activities on a daily and weekly basis as per established reporting formats; and keep accurate records and documentation.
  • Prepare clear and concise reports highlighting trends, challenges and suggestions
  • Collect data on the as built materials and make sure all quantitative reports are accurate and up to date.
  • Prepare all site inspection reports.
  • Report immediately any delay, problem or other relevant information to the Project Manager
  • Follow up partners daily reports

He/she will be the focal point/or assigned a role during emergencies

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

Skills

  • Experience in working with communities from different backgrounds
  • Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Excellent teamwork skills
  • Ability to manage conflicts, work well and coordinate at a field level with partners/contractors and ensure a timely delivery of the proposed works
  • Ability to build strong and credible relationships with partner, beneficiaries, CARE staff, beneficiaries, International/Local NGOs, local authorities and communities
  • Experience working or collaborating with NGOs is a plus

Knowledge

  • Knowledge of CARE’s policies and commitment to gender equity and diversity
  • Knowledge of Child Safeguarding policy and PSEA (protection from sexual exploitation and abuse)
  • Knowledge and context sensitivity

b. Experience:

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on food security during emergencies

c. Academic background: 

Bachelor’s degree in one or several of the following areas: : Architecture, Civil engineering social sciences or other related fields, is a plus

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
