Project Officer - Part time AFD-FIA

About AFD Feminists in Action:

The general objective of this project is to support the transformative power of
feminist organizations in the global South for a more gender equal world. The
specific objective aims to develop the capacities of feminist organizations at the
financial, organizational and technical levels, as well as their collective action in order
to give them the means to be forces of change from local to global level. Our
technical and financial support will be guided by feminist principles and will
strengthen the consolidation of a transnational ecosystem of diverse and
complementary actress and actors.

In Lebanon, CARE was first registered in 2006 and has been actively programming
since 2013 as part of CARE International’s response to the Syrian Refugee Crisis.
Working with both host communities and refugees, CARE International in Lebanon
(CIL) works with the most vulnerable across many parts of Lebanon with a strong
presence in North Lebanon in and around Tripoli. CARE puts a special focus on
women and girls as pivotal forces for social change, and work in partnership with
communities, including the most vulnerable, to help them determine their needs,
plan strategies and implement programs that they themselves will carry to
completion and sustain beyond CARE’s direct involvement.

Working Conditions: This position will be based in Beirut office, with frequent field visits as applicable

Proven Experience:

Experience in working with protection, preferably in an NGO setting, with
preference for experience working to prevent or respond to Gender-Based
Violence (GBV)
• Experience working with refugee communities, preferably in Lebanon within the
last 2 years
• Skills in connecting and closely collaborate with NGO, government, and/or
community partners, as well as experience in mobilizing communities.
• Works well with participatory and creative processes, where ideas and plans
may change—while ensuring timeline and requirements are met
• Optional: Experience providing GBV or child protection services in Lebanon
• Optional: Has designed/developed materials such as data collection tools,
training curricula, research or programming briefs, guidance documents, and
project reports.

IT/Software/Skills: 

Familiarity with MS Office software, including Excel. Knowledge of data collecting
tools is a plus

Detailed Responsibilities and Tasks:

Responsibility #1: Project Implementation
• Take a lead role in planning and implementing day to day activities with the
aim of achieving set project objectives
• To support in conducting field and community work, including liaising with
involved stakeholders i.e partner organization and WLOs
• Work closely with admin, logistics, procurement, and HR units to ensure the
success of the project by initiating relevant planning tools (such as
procurement plans) and regular coordination meetings
• To organize events and meetings, including all logistic.
• To act as the focal point between CF and CARE, including proper
coordination where necessary.
• Ensure the overall ’s and AFD projects elaboration phases are met and are
as per donor agreement, CARE guidelines, and agreed implementation
strategy with CF
• Develop, update and follow up a detailed work plan, in line with both CARE
standards and AFD grant agreements. In addition to elaborating budget
spending and forecast including tracking and managing partners’ spending
where applicable
• Ensure procurement plans are timely placed and communicated to the
procurement department, according to CARE procedures.
• Ensure proper documentation, tracking and filing of all project’s activities in
line with project objectives, donor requirements, CARE compliance rules and
implementation strategy.
• Ensure that donor contractual requirements are fulfilled, including General
and Technical conditions.
• Project implementation including arrangements and participation in the
training sessions and perform any additional tasks as might be required
under this project


Responsibility #2: Monitoring and reporting
• Working closely with MEAL and department and focal points in CF to develop
relevant MEAL tools and ensure efficient data collection
• Ensuring proper documentation, tracking and filing of all project activities in
line with set objectives, donor requirements, CARE compliance rules and
implementation strategy.
• Give input to all narrative and quantitative reports as per CARE internal
requirement, and donor requirements.
• Ensure meeting the deadlines for internal reporting and applicable project
management tools.


Responsibility #3: Representation and Coordination
• In close collaboration with sector Coordinator, ensure CARE representation
upon request in the relevant technical coordination meetings.
• Work closely with admin, logistics, procurement, and HR units to ensure the
success of the project by initiating relevant planning tools (such as
procurement plans) and regular coordination meetings.
• Represent CARE in meetings with the donor and other stakeholders while
acting as the main CARE focal point


Responsibility #4: Program Quality and Learning
• Coordination and collaboration with MEAL department as required.
• Support and feed into monitoring and evaluation activities where applicable.
• Draft narrative and quantitative reports as per CARE internal requirements
and donor requirements.
