In Lebanon, CARE was first registered in 2006 and has been actively programming since 2013 as part of CARE International’s response to the Syrian Refugee Crisis. Working with both host communities and refugees, CARE International in Lebanon (CIL) works with the most vulnerable across many parts of Lebanon with a strong presence in North Lebanon in and around Tripoli. CARE puts a special focus on women and girls as pivotal forces for social change, and work in partnership with communities, including the most vulnerable, to help them determine their needs, plan strategies and implement programs that they themselves will carry to completion and sustain beyond CARE’s direct involvement.

 

The Protection and GBV area specialist  be part of a team implementing a new EU MADAD supported consortium, which will strengthening access to protection, participation and services for women refugees, IDPs and host communities. CARE as part of this consortium will be developing community-based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support and strengthen its social development centers (SDCs). This position will work directly with the SDC’s and support several centers in Akkar and North Lebanon in initiatives to address gender-based violence, sexual and reproductive health and rights, as well as set up youth safe spaces, develop community outreach strategies, as well as conduct trainings with technical inputs from the CARE team and the SDC staff.

Proven Experience:

  • 3 years of proven experience in working with issues on protection, hereunder Gender Based Violence (GBV), early child marriage (ECM) and Sexual Reproductive Health and Rights (SRHR), preferably an NGO setting;
  • Strong understanding of the Lebanon political, legal, and social systems as related to protection and refugees as well as demonstrated experience in working in/collaborating with civil society as well as local authorities;
  • Outstanding skills in connecting and closely collaborate with partners, as well as proven experience in mobilizing communities, building capacity and developing skills, as well as promoting peer-to-peer learning and building networks; Previous experience or interaction with MoSA SDCs or grassroot organizations highly welcome

IT / Software / Technical Skills:

Familiarity with MS Office software, such as Excel

 

Language Skills:

Excellent verbal and written communication skills in English and Arabic.

  • Ability to train, mentor and support partners and beneficiaries in a professional, respectful and supportive manner;
  • Understanding of the Lebanese socio-economic context with a focus on the Syrian crisis;
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect;

 

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

  • Conduct almost daily visits to SDCs to oversee the activity implementation and support on GBV and SHRH technical needs at SDC level.
  • Provide input and further strengthen the implementation of protection toolkits, as well as monitor and evaluate the impact of the protection activities and toolkits on beneficiaries.
  • Insure that all supplies are sufficient for projected activities and prepare purchase orders when needed beforehand.
  • Contribute to and provide technical input on protection and community-based approaches to the overall and daily implementation of CARE Lebanon’s projects;  
  • Mobilize the work of community ambassadors (volunteers) to help in outreach activities of the SDCs.
  • Remain in close contact with SDC directors, project staff, and volunteers daily.
  • Follow up on the work of social workers/midwives recruited at the SDC level.
  • Insure that activities are being implemented on a timely manner at the SDC level according to the implementation plan.
  • Organize, mobilize and implement community-level activities together with community ambassadors and other members of the communities, including community meetings, outreach activities, youth activities, capacity building and awareness raising campaigns. This may also include support to initiatives designed and carried out by the members of the communities

 

Responsibility #2: Technical Monitoring

  • Supervise SDC implementation of project activities and support as necessary center activities and events to ensure project quality and timely execution.
  • Monitor and coordinate implementing partners and external consultants’ performance
  • Ensure relevant social protection, GBV, and gender issues are, as a minimum, mainstreamed on a project level.   

Enhance referrals pathways and ensure communities knowledge of such pathways and help facilities, in collaboration with the Project Manager.

 

Responsibility #3:  Partner Monitoring and Capacity Building

  • Provide coaching to the SDC center staff, with the support of the Gender and Protection Coordinator, and work on center and staff development plans
  • Report on existing MEAL plans and program quality activities e.g. project quality meetings, and learning events;
  •  Ensure project data and achievements are updated and reported on a monthly basis
  • Support and feed into monitoring and evaluation activities
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.

 

Responsibility #4: External Representation

  • In close collaboration with CARE Project Managers and Gender, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
  • Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff
