Care international in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, Protection, and longer-term economic empowerment solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.
CARE is currently seeking a senior expert who will lead the team through technical assistance on community-based protection programming including but not limited to, gender-based violence; sexual and reproductive health information and linkages; protection linkages; youth and community activities. These activities are both in communities, through and with partners, and working with Social Development Centers in various locations across the country. The successful candidate will also provide technical assistance for project managers on other protection and gender related initiatives of CARE Lebanon.
This position is based in the Beirut office and will support CARE’s field offices/project sites currently in Mount Lebanon, Beirut, and North Lebanon in the implementation of a variety of protection and gender transformative projects and global and regional CARE initiatives leading research, as well as supporting high level advocacy and networking on gender and protection. This senior position will report to the DCD-Program. The position is expected to bring significant expertise in program design and implementation. Knowledge of the region is highly desirable.

Education & Certification:
Bachelor, master’s degree desirable

Proven Experience:
- Minimum of 5-7 years of experience in gender and protection programming, including significant experience as well on community-based protection and strengthening national and local systems
- Topics of knowledge: sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment and at least 3 years’ experience of working in an advisory, technical coordination position
- Proven experience of promoting practical and impactful social and gender justice initiatives, and community-based protection initiatives able to demonstrate change
- Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
- Master’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies) or equivalent
- Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
- Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

Detailed Responsibilities & Tasks
Responsibility #1: Program Leadership and management
- Oversee the overall implementation of CARE Lebanon’s community-based protection programs supporting support project manager in overall successful project delivery as per national standards, donor agreement and CARE guidelines and agreed implementation strategy.
- Participate in grant review meetings ensuring partner NGOs are compliant with donor regulations and are on track with implementation
- Make sure partner NGOs (or in direct implementation case) carry out works in accordance with CARE’s gender and protection guidelines and standards
- Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation.
- Monitor expenditure on a monthly basis to ensure spending is on track, and ensure forecasts are updated based on activities and in compliance with donor regulations.
- Oversee programmatic and financial reports for donor, government and the country office as required. This will involve compiling of information from a range of program and financial staff, and working in teams to produce reports.
Responsibility #2: New Business Development
- Lead on the development of new programs and partnerships, in line with identified needs and within CARE’s strategy in Lebanon, including the elaboration of donor proposals, in close collaboration with program and program support teams.
- Keep up-to-date of relevant existing and new research in Lebanon by other institutions that is related to women’s empowerment/gender issues; and disseminate key outcomes with field teams in appropriate and effective way
Responsibility #3: Program Strategy and Quality
- Lead on program strategy development for protection sector
- Lead regular planning and reflection sessions with the relevant project teams, local and international partners and government officials. A coordinator you will have the oversight and decision-making responsibility on program quality.
- Actively participate in the reviews of the mission’s strategic documents and planning.
- Develop and implement research together with the MEAL team and field staff which contributes to a deepened understanding of protection and gender issues in Lebanon
- Ensure that lessons learned from the protection interventions are well disseminated and understood by all staff of CARE Lebanon and integrated into current and planned programs.
- Support project research, evaluations, and baseline studies on gender/women’s empowerment with technical advice and guidance
- Oversee the implementation and maintenance of M&E tools and frameworks.
Responsibility #4: Support in technical expertise to programs
- Coordinate technical support and training to CARE and partners staff on relevant topics such as community empowerment, mobilization, and synthetization, GBV, MSRH, and ECM.
- Co-design technical guidelines that outline processes, procedures, or strategies for program implementation
- Work closely with CARE’s regional and global technical advisors in exchanging sound practices
- Ensure and/or supervise regular training of the teams on relevant topics and subjects
- Support project research, evaluations, and baseline studies on gender/women’s empowerment with technical advice and guidance
- Keep abreast of relevant existing and new research in Lebanon by other institutions that is related to women’s empowerment/gender issues; and disseminate key outcomes with field teams in appropriate and effective way
Responsibility # 5 External Representation
- Establish positive relations and close collaboration with other agencies
- Ensures information is efficiently communicated between the field and the national coordination.
- Represent CIL in sectoral coordination at regional, national and sub-national levels and with the technical authorities
- In close collaboration with interagency sector coordination units, ensure CARE representation in the relevant technical coordination and forums at the field level and vis-à-vis relevant actors as relevant to the project
