Overview
Amongst CARE International’s key imperatives in our mission is putting people it serves first through implementing cutting edge programming in areas it operates. CARE International in Lebanon (CIL), has been mainly responding to the Syria crisis, but now shifting to a new strategic direction. At this stage it is of the utmost importance that we start exploring more effective business models, but also organizational structures that would support our programmatic operations to deliver services to those in need.
CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2013 to support Syrian refugees that were displaced in Lebanon from crisis. Over the course of 7 years, it has supported over half a million beneficiaries by providing protection, livelihoods, and through humanitarian programming such as shelter, WASH, and the distribution of food and non-food items.
Currently, CARE International presence is consolidated in the North, and Mount Lebanon. We also have a smaller presence in Tyre, South Lebanon as part of the WASH EC funded Consortium. The main program sectors that CARE Lebanon is working in are; Protection with particular emphasizes on Gender, Economic Empowerment and Humanitarian Response.
CARE Lebanon has scaled up rapidly over the past few years and today it has just about 70 staff members, with about 15 different local/international organization partners. 90% of the team is composed of national staff with a symbolic number of international members.
Objectives
CARE International in Lebanon (CIL) is seeking a case management consultant with a strong background in Protection in Emergencies programming to support the implementation of the Global Affairs Canada project that aims to deliver Protection and Livelihoods services to people affected by the Beirut blast and the socio-economic crisis in Tripoli. The project will be directly implemented by CARE with a small component through a local partner. Project activities will include provision of Psychosocial support and Psychological First Aid, Case Management, Internal and External referrals, Cash for Protection, Cash for Rent, GBV and Protection awareness, and Support to SMEs.
The postholder will be responsible for building capacity and providing training/awareness sessions to
humanitarian actors across Lebanon on protection from sexual exploitation and abuse (PSEA). They will
work closely with CARE’s protection specialist to provide awareness and training sessions to a variety of
humanitarian actors on PSEA and accountability to affected populations. These trainings will be
conducted during the upcoming 4 months.
The consultant will ensure all work is implemented in ways that promote gender equality and will
maintain strong linkages and consistent communication with the protection specialist, and share lessons
learned and relevant concerns about the delivered PSEA and awareness sessions.
Deliverables & Timeline:
1 Provides therapeutic support for 20 targeted beneficiaries through
individual sessions and liaise with case workers for continuous follow up
until closure.

2 Assess psychological and mental health needs of people who were
referred or self-referred to the psychologist, and provide them with
structured clinical assessments and clear case formulation, a consistent
and acceptable treatment plan with clear objectives

3. Identify cases requiring psychiatric mental health services and refer to the
appropriate actors.

4. Support CARE staff to improve the quality of services provided
(psychological services, group therapy and emotional support groups,
individual counseling, and basic Sexual Reproductive Health services) for

5.Conduct Group sessions on a monthly basis for all staff to learn skills to
respond to, manage and reduce stress and promote positive coping
measures and selfcare.

6. Perform individual assessments in the case of individual staff members
experiencing difficulty coping and/or presenting mental health related
symptoms or syndromes.

Consultant Profile
- At least 3-5 years of relevant experience, especially at NGOs, academic organizations, standardsetting
bodies, public agencies focused on general protection
- Master’s degree in Psychology or other relevant areas
Competencies
• Extensive experience interacting with and relating to gender professionals and international
stakeholders at senior level.
• Team player with strong interpersonal skills, with the ability to build strong internal relationships
and networks.

a) Technical proposal to include: • Maximum of six pages outlining the Consultants’ understanding of the TOR;

• Copy of newly issued judgmental record for nationals;

b) Financial proposal detailing the following:
• Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number) In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.
Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
