Regional Gender in Emergencies & Protection Coordinator

CARE is seeking an experienced Regional Gender in Emergencies and Protection Coordinator (hereafter referred to as GiE Coordinator) to strengthen Gender and Protection integration, mainstreaming and stand-alone programming in MENA (Middle East and North Africa)/Balkans/Caucasus; drive CARE’s GiE and Protection work in MENA through regular support to country offices. S/he will be part of the MENA Regional Management Unit and ensure that CARE’s humanitarian work in the region mainstreams GiE approaches to ensure the protection and empowerment of women and girls. This will include both in-person and remote support including, staff training and coaching; assessments and evaluations; and GiE and Protection strategy development.

Reporting to the Deputy Regional Director – Program and Impact, the GiE Coordinator will act as a coordination point to propagate best practices and standards for gender equality in emergencies. S/he will have international experience in Gender and Protection-related primary data collection, assessments, evaluations, analyses, program development and is expected to possess strong leadership and management experience.

The GiE Coordinator must have advanced skills in Gender in Emergencies (GiE) as well as demonstrated experience in a range of humanitarian contexts, including large-scale displacement and Protection crises, such as Syria, Iraq, and Yemen. S/he will have strong knowledge and experience of Protection - GBV case management and will have worked within established systems of referral. The ideal candidate for this role is one who will thrive in a large and complex confederated organization that requires working across multiple departments and members.

The person selected for this role must be prepared to deploy (virtually or physically) to a range of emergencies, including complex crises and rapid onset natural disasters, sometimes at short notice. S/he will deploy to Country Office teams to conduct and support gender analyses, and lead the design, review, and evaluation of programs according to CARE’s global policies.

In this role, the GiE Coordinator will play a vital part in the broader strategic, programmatic fundraising and advocacy work of the MENA region. Ideally, the incumbent should be from the MENA region, have experience in MENA and have language abilities suited to being based in the region. S/he should be willing and able to travel 40% of his/her time to field locations/CARE's country presences in the region. The position will be based in Middle East, North Africa Region.

Responsibilities:

Lead GiE and Protection Technical Support, Capacity Building, Emergency Preparedness & Response

Manage GiE and Protection-related Program Quality and Learning / Resource Mobilization  

Coordinate and liaise with a range of internal CARE stakeholders and address/resolve GiE and Protection/GBVie related issues appropriately

Be a proactive member of the MENA regional Programme and Advocacy team and of CARE’s global GiE Technical Working Group

Contribute to the GiE and Protection-related policy dialogues at the global level through coordination with CARE’s global GiE team, CARE USA Humanitarian Team and Global Advocacy Team

Lead, manage and develop all applicable staff including consultants and temporary deployment

Qualifications:

Master’s degree (or a combination of bachelor’s degree and relevant work experience) in development studies, international relations, gender studies, or another relevant field

5 plus years of international experience in (primary data collection) assessments, gender analyses, program development, strategy development, staff management, and budget preparation

Strong understanding of international standards and agreements related to Gender in Emergencies, Protection (especially GBViE)

Knowledge of programming that provides information, counseling, legal advice on civil and legal rights/housing, land, and property rights is highly desirable

Strong knowledge and experience of Protection/GBV case management; and working within/establishing systems of referral and follow-up

Knowledge and experience of proposal development, stakeholder representation, and resource mobilization.
