Safety Policies Developer

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

Objectives


The AFDAL II project is funded by The Federal Ministry of Economic Cooperation and Development (BMZ Germany) supported by WFP and implemented by CARE International in partnership with the Association for Development and Rural capacities, The Chamber of Commerce Industry and Agriculture of Tripoli, Fair Trade Lebanon, and Rene Mouawad Foundation.


The overall objective of the AFDAL II project is to improve sustainable livelihood opportunities for 1,121 vulnerable community members in targeted refugee and Lebanese communities in North Lebanon and
South Lebanon by strengthening competitiveness, quality and productivity of small ruminants (Goat and Sheep) value chain, while addressing immediate food consumption needs of targeted households. During Phase II:


- the project aims at strengthening production and business capacities of 430 vulnerable small holder farmers (food producers) in North and South of Lebanon through a range of tailored and adapted services.
- the project seeks primarily at improving the skills and capacity of 575 vulnerable individuals in food processing to increase their household incomes and food security, while strengthening the food systems in the targeted value chain.
- The intervention will identify at least 12 food processing units (cooperatives will be prioritized) among or in addition to the 40 businesses to provide with technical and BDS skills and in-kind grants and support them through improved market linkages, marketing strategies and research, and building linkages between MSMEs/cooperatives and Agriculture Market Support functions (Chamber of Commerce, Laboratory, producers’ events) through capacity building and linkages with quality control institutions.


CARE International in Lebanon (CIL) is seeking a consultant to:


In collaboration with CARE safety and Security Department, Project Manager, Partnership Manager, and Programs/Support Departments, the consultant will support the development of the organizational capacities of 4 national partners by completing the following tasks:
• Meet each of the 4 partners’ focal points separately to discuss their current Safety and Security Standards Operation Procedures (SOPs) and identify gaps.
• Develop a Safety and Security Management plan template with all tools and forms included for all 4 partners as per the identified needs and the S&S Coordinator instructions.
• Coach and train partners’ focal points on how to apply those procedures.
• Report on the findings of the 4 partners’ gaps, challenges and opportunities through an assessment report.


The Consultant is required to have expertise in the following areas:
• Governance structures of NGOs.
• NGO Strategy formulation and implementation.
• Safety and Security procedures (notably in non-profit organizations).
• Proven experience and technical ability to design and conduct high level workshops.
• Drafting of Standard Operating Procedures (SoPs) and strategies.

Deliverables & Timeline:

1- Development of inception letter describing the methodology to assist and update the Safety policies - Timeline

2-  Conduct number of meetings with the local partner’s senior management and other staff - Timeline:

3- Develop a tailored Safety and Security Management Plan Template for the partners.

4- Safety Risk Assessment for areas of intervention and identifying tools for partners to regularly update

5- Coach partners safety focal points and senior staff through workshops on Safety and security policies, tools, and plans.

Timeline: 15/11/2021 -20/12/2021

The total budget available for this consultancy is $4,000. The payment will be issued on deliverables after receiving the good-received note from the Line Manager regardless of the number of days worked. Noting that the consultant is required to respond to any request for modification or additional information for a period of 2 months after the finalization of the deliverables (sending the first draft).

Competencies
• Excellent interpersonal, communication and listening skills.
• Ability to lead workshops.
• Extensive knowledge about Livelihood, Protection, Agriculture and Economic Development sectors.
• Fluent in Arabic and English (written, spoken, listening).
• Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
• Strong interpersonal skills, with the ability to build strong internal relationships and networks.
• Motivated self-starter who enjoys working in a collaborative and international environment

Consultant Profile
- 5 to 7 years of relevant experience of Management position, especially with NGOs, academic organizations, standard-setting bodies, public agencies focused on Safety and Security procedures.
- Great understanding of developing Safety tools, processes and plans.
- Master’s degree in one or several of the following areas: Business, Management, or any related Major.

This Consultant will have access to CIL’s fleet cars for work trips if needed.
