1. Purpose (Please highlight the general functions for which the position is responsible. Why does the position exist and what must it accomplish)

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1946, it is now a confederation composed of 14 members and 4 affiliates. In 2016, CARE worked in 84 countries around the world, supporting development and humanitarian aid projects to reach more than 83 million people. While CARE is a large international organization with more than 11,000 employees worldwide, we have a strong local presence: 95% of our staff are nationals of the countries where our programs are run.

 

CARE International foundation and its Mission, is built around lifesaving, fighting poverty and social justice programming. CARE International Lebanon programs offer variety of spectrum with emergency and development programs across the broad throughout the country. CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2014 to support Syrian refugees that were displaced in Lebanon from ongoing civil War. Over the course of 6 years period it has supported over one million beneficiaries by providing protection, livelihoods, and through the distribution of food and non-food items in both humanitarian and development programs.

 

Currently, CARE International presence is consolidated in Beirut and Tripoli. The main program sectors that CARE Lebanon is working is; Protection, Socio-Economic development and Humanitarian Response with aspiration to work on Environment and Governance. Currently most of the programming is focused in addressing the immediate needs of the Syrian refugees which are residing in Beirut and Tripoli; however, it aspires to increase this presence also in Bekaa Valley in near future.

 

CARE Lebanon has scaled up rapidly over the past few years and today it has just about 99 staff members, with about 8 different local/international organization partners. 90% of the team is composed of national staff with symbolic number of international presences. Over the forthcoming period CARE Lebanon will undergo major important processes which involve Country Strategic Presence to determine next 5-7 years of aspiration in Lebanon. CARE Lebanon has already worked on its Security Risk Assessment for the CO and Security and Safety Management Plan, which is to be validated any time soon. The security aspects and documents need to be carefully reviewed and understood to ensure current and future program strictly abide by CARE’s duty of care.

 

Thus, CARE Lebanon is ready and planning, to undergo a thorough review of current and future risks and ensure the SSMP and SOPs are updated constantly through thorough consultative process led by S&S Coordinator.

 

 

In addition, the post holder is expected to run and manage representation of CIL in Security forums. From there the post-holder will ensure smooth day to day security coordination, info flows and operation of activities.

This position is an SMT position in the current grade and is expected to work closely with other SMT counterparts

4. Specific Duties and Responsibilities

Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Responsibility #1: Security Risk Assessment

  • Ensure all personnel entering the CO have completed CIL orientation and can clearly demonstrate understanding of CIL security and safety policies
  • Review and update the two key SRAs to CARE International standards in collaboration with key CO stakeholders. SRA CO and SRA for field offices such as Tripoli, and others. Include visits to Tripoli to conduct SRA with staff
  • Review and update the contents of the SRA to CI Standards paying particular attention to SOPs.
  • Track all incoming and outgoing personnel through the approved office access procedures
  • Ensure there is an Essential Team identified and trained in case of change in context
  • Conduct briefing to key stakeholders with Recommended Action Items for implementation
  • Conduct Training on Security Risk Assessment.
  • Conduct Safety and Security training and the orientation to the newcomers, prepare the required reports and analysis to improve the S&S process.
  • Conduct regular Emergency Evacuation training sessions to CIL program and support staff to ensure lesson learned are discussed and action points are set and implemented
  • Identify potential risk or hazard and respond accordingly through Risk Assessment Plan
  • Support CIL partners in providing security briefing, security risk assessment for areas of intervention and Security SOPs in compliance with their activities.

Responsibility #2: Security and Safety Management   

  • Lead yearly review of the SSMP and SOPs
  • Update S&S SOP and safety brief as the context changes and ensure compliance
  • Ensure visitors are provided with welcome package and ensure the required forms (RED and registration) are on file
  • Provide safety and security brief to new joiners and visitors and be the S&S focal point during their visit
  • Report and archive security incidents
  • Conduct S&S assessment of facilities and location of program
  • Conduct annual mandatory S&S training to staff including first aid training
  • Train drivers on emergency response and safety driving
  • Send emergency texts and alerts of protests and road closures to staff, visitors, and partners
  • Update and train staff on warden tree
  • Work with Admin team to conduct Occupational Health and safety assessment
  • Lead on program strategy development for protection and gender sector

Responsibility #3: Security and Safety Management KPIs  

  • Ensure Lebanon CO is meeting Security KPIs in timely manner
  • Address any outstanding KPI in efficient manner
  • Familiarize SMT, ESMT and other key staff with KPI requirements
  • KPI reports are send to the HQ and CARE International on provided timeline
  • Conduct KPI S&S training
  • Responsibility #4: Participate and contribute to the Senior Management Team  
  • Attend regularly SMT meetings
  • Provide coherent information on security and context to the SMT members
  • Represent the role of the SMT member as described by SMT ToR
  • Participate actively on issues that are of major challenge for the organization on security front.
  • When authorized by CD relay SMT stances and positions to the staff on particular security matters.
  • Ensure strategic documents like AOP, Risk Management, EPP, Country Strategic Plan have the adequate timely input.
  • Responsibility #5: Promote CO culture amongst different parts of the organization  
  • Support implementation of the commonly agreed CO culture throughout various teams

b. Experience: Number of months/ years of previous professional experience in a similar position.

Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.

  • More than 5 years of experience in experience in a similar role working in security and safety functions
  • Excellent knowledge of Lebanon context (Syria would be desirable), areas and its communities. Driving License required for this position.
  • Strong analytical skills, computer literacy, and excellent documentation and communication (oral and written) skills are essential.
  • Demonstrated ability to work under pressure, excellent planning skills and provide timely quality information and reports
  • Ability to work well with a team and establish relationships with other teams/offices
  • Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures with highly developed interpersonal skills and fluency in English
  • Familiarity with Good command of Excel, Word, and Outlook

 

 

c. Academic background: ex. high school diploma; college degree (specify major/minor); specialty (ex. Accounting). Include the following phrase when possible: “or equivalent combination of education and work experience.”

Bachelor’s degree in social sciences, International Security studies, Judiciary, Occupational Health and Safety Certificate or any relevant experience.

Master’s Degree Desirable.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs and in consultation with the successful candidate.

Any extension of this contract is dependent on performance review and funding availability.
