CARE is implementing a capacity building and livelihood community-based agriculture project that seeks to address
critical capacity gaps along targeted value chains at both the individual, communal and institutional levels This position
is responsible for the outreach, implementation, follow up, and quality maintenance for the Agricultural Training
activities, GHP/GMP, Food processing trainings, and GMP according to donor’s request with the support of the team.
Specific Duties and Responsibilities
Responsibility #1: Project Implementation & Field work
• Pro-actively work toward reaching the project objectives;
• Ability to build the capacities of team and local partners in outreach, profiling, counseling, training preparation,
data collection, and reporting.
• Support the identification of beneficiaries in the targeted areas and ensure high quality of data collection during
the assessments and baseline;
• Conduct daily field monitoring visits to provide support when needed to ensure quality implementation in all areas
(North Lebanon and South Lebanon).
• Develop, update, and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE
Manager.
• Fill, review, and follow up the participants’ payment documents (WFP service list, attendance sheets, payment lists,
and outreach lists) as per the donor’s mandates and deadlines.
• Coordinate and follow up with the donor regarding beneficiaries’ payments, cards issues, and other related
matters.
• Follow-Up with recommended profiles on their eligibility for different types of activities.
• Develop and maintain the participants’ database for follow up and reporting purposes.
• Assist in the development of training/ awareness raising learning materials, organize and conduct trainings for
program participants and stakeholders.
• Support in MSME and start up identification component of the project may be required.
Responsibility #2: Program Quality and Learning
• Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
• Ensure internal communication and information sharing on project with relevant staff (Food Security and
Livelihoods Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).
• Support the project manager and relevant colleagues in ensuring CARE representation in the relevant technical
coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners
as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal
points, etc.).
• Oversee the collection and maintenance of data of the program for statistical purposes according to the
confidentiality/privacy policy of the organization.
• Support the M&E system for this project and ensure it is implemented effectively;
• Working with consultants that are contracted to carry out surveys and studies planning purposes or evaluating
project effects and impacts. This will include informing and joining external supervision or evaluation missions and
providing direct knowledge of the situation in the field during such exercises where needed.
• Collect, analyze and report on project data at input, output and outcome levels
• Designing and maintaining an up-to-date database for tracking quantitative data progressively as project
implementation progresses to support the regular reporting.
• Suggest and pilot new approaches and methods to improve the quality of delivery.
• This position will also have to fulfill any other task as requested by her/his supervisor depending on the
programmatic priorities.
Qualifications / special skills or knowledge
Skills & knowledge:
Experience in implementing Value Chain projects.
Extensive knowledge in Microsoft Excel
Extensive experience in reporting following WFP’s SOPs
Extensive experience interacting with and relating to gender professionals and international stakeholders at
senior level.
Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
Motivated self-starter who enjoys working in a collaborative and international environment
Experience:
At least 5-10 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies,
public agencies focused on Livelihoods and Food Security projects.
Academic background:
Master’s degree in one or several of the following areas: Business, Computer Science, or Computer Information
Systems.
Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
Knowledge of other languages is an asset.
