The Safety and Emergency response officer will be responsible for regular situation monitoring regarding the safety and humanitarian context as well as humanitarian access in the target areas. Based on the information collected, he or she will also be providing advice to the partnership programme team on the rolling out of emergency responses to spikes in humanitarian need in coordination with local partners. Furthermore, he or she, in co-ordination with the regional office, will assist in providing capacity building and guidance to partners on safe practice and risk management.
Detailed Responsibilities & Tasks
Situation monitoring
Gather and digest information about the safety and humanitarian situation in the target areas from partners, situation monitors and other sources (secondary sources, networks)
Monitor humanitarian access to the target areas and anticipate and process early warning information received
Regularly update the area mapping and produce incident reports and alerts in case of safety events and related spikes in humanitarian need
Track displacement by cross-checking different sources on population movements and figures
Humanitarian Safety Guidance
Act as a safety focal point for partners and the partnership team, in coordination with the regional office
Provide training, guidance and advice on safety to partners in coordination with the partnership programme team and regional office safety unit
Conduct risk assessments for different areas/ activities
Support partners with the development of safety procedures and contingency plans per project
Assist in the development of training materials on safety and help local partners organize safety trainings for field staff
Track safety-related incidents, process incident reports and provide follow-up.
Emergency Response
Oversee the management of contingency stocks and the implementation of the emergency preparedness plan and the inter-agency contingency plan in the target areas
Put an effective early warning system in place in coordination with the civil defense and other local stakeholders
Based on regular situation monitoring, early warning messages and alerts from partners, launch emergency alerts
Support partners/ field monitors with conducting a rapid, multi-sectoral needs assessment in the target area within 72 hours from the start of the emergency
Launch and scale up emergency response efforts in collaboration with local partners and guide partners throughout the implementation of the emergency response
Feed input and output data into the information-sharing platform and contribute to the emergency response coordination group
Competencies:
Strong ability to gather and process information, strong analytical skills
Experience in cooperating with local partners, sensitivity to their needs and participatory approach
Excellent communication, negotiation and networking skills
Basic training in humanitarian safety
Competent and literate in English, verbal and written
Strong assessment, evaluation, analysis and strategic planning skills
Demonstrated ability to perform efficiently under stressful conditions.
Knowledge of the historical and socio-political context of Middle East, especially Syria response region
Strong demonstrated inter- personal skills in a multi-cultural environment.
Ability to make good judgment on staff safety and provide appropriate advice
Strong understanding of programming in humanitarian and development projects, especially emergency relief and rapid response programming
Experience in mentoring and coaching staff, strong presentation skills
