Senior Shelter And Housing Officer

  Job Summary:This position aims to ensure a smooth and timely implementation of CARE’s Shelter rehabilitation projects as per national standard operation procedures, donor agreement and CARE guidelines, under the supervision of the PM.  Detailed Responsibilities & Tasks: Responsibility #1: Project Implementation Contribute to the overall project implementation as per national standards, donor agreement and CARE guidelines. Support the Project Manager in the development of the project strategy/methodology. Perform site supervision and inspection of the works during execution and at completion to be according to the established procedures, in collaboration with the Project Manager. In consultation with the PM, participate in community consultations organized by the community mobilization team and partners, in order to better identify the communities’ needs.    Work closely with the local authorities and partners to ensure that the facilities built or rehabilitated are correctly operated and maintained after completion of works Train and build the capacity of CARE’s project partner staff Ensure the development of simple training programs for householders developed for men and women so they are able to maintain the infrastructure of their houses and self manage for winterization and other weather conditions and simple repairs. To prepare and revise technical templates, specifications, produce cost estimates, drawings and BOQS Control the quality of work and material as per the agreed standards and specifications Advise and counsel eligible solution for rehab work, oversees variation and processing, recommends approval or disapproval to the change orders on the original scope of work. Responsibility #2 : Liaison   Liaise with partner groups or organizations and foster adequate community participation in the activities through running of group information sessions on the rehabilitation and maintenance works. Liaise with other project departments in shelter project and give support when needed. Liaise with external actors (local authorities, national/international NGOs, etc.) Ensure participation in inter-agency forums as appropriate.   When requested provide technical inputs to new proposal developments.   Responsibility #3 : Logistic & administration Ensure the follow-up and the proper use of materials, tools and assets during the activities; Review and interpret technical  capacities of bidders Ensure compliance with CARE administrative and logistical procedures relevant to the HP activities (procurement, transport, etc.). Responsibility #4 : Team Management Identify partner organizations’ technical capacity gaps and develop their capacities through appropriate training and coaching. Coordinate the field officers to carry out the technical assessments and BOQ and be the Team Leader for  the projects rehabilitation works working closely with the CARE and partner project managers Plan the monitoring of the rehabilitation of HU’s with field officers Ensure timelines are kept to and enforced.   Responsibility #5 : Reporting Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats; Report on all training courses for both community and partners with curriculum developed Prepare clear and concise reports and keep accurate records and documentation. Report immediately any delay, problem or other relevant information to the Project Manager Proven Experience:At least 3-4 years of experience in Shelter projects./or WASH IT / Software / Technical Skills: Familiarity with MS Office software, such as Excel and AutoCAD. Desirable: Working knowledge of engineering design software (e.g. Primavera, WaterCAD, EPANET).  Competencies:  Knowledge of construction, housing, water, sanitation national standards and common practices in Lebanon. Experience in working in site supervision or monitoring of small to medium-scale construction works (house hold level, building level and community infrastructure level).  Proven technical knowledge of construction procedures, from technical assessments to BoQ development, project design to execution, monitoring of works, evaluation and hand-over. Ability to problem solve, work well and coordinate with local contractors on the site and ensure a smooth and timely delivery of the proposed works Ability to build strong, credible relationships with partner staff, beneficiary groups, international and local NGOs, local authorities and communities Strong skills in capacity building and training of partner engineers and training householders in shelter maintenance Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through. Excellent teamwork skills, in cooperation with members of other teams and of partner organizations, responding quickly and accurately to queries and issues.  Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s network. Desirable Experience in working with communities on local neighborhood development projects Capacity to represent CARE well (be the face of CARE) in the field when working with communities Knowledge of the areas of intervention (urban Tripoli) Demonstrable experience in WASH and/or Shelter in international NGOs in Lebanon. Previous experience in working with local authorities and good knowledge of their regulations and internal procedures
