CARE is seeking a Senior Syrian Crisis Advocacy Coordinator who will lead CARE International wide policy and advocacy efforts around the Syrian regional crisis, ensuring they are consistent, aligned with CARE’s Global Humanitarian Advocacy strategy, and effective in reducing the level of humanitarian suffering as a result of the Syrian crisis. The Senior Syrian Crisis Advocacy Coordinator will build on efforts made on the Syria advocacy strategy and further develop, update and implement CARE International’s operational advocacy plan and policy efforts for the Syria sub-regional crisis response. He/she will represent CARE at regional INGO forums for leading joint advocacy initiatives and disseminate information to key CI members involved in advocacy around the Syria Crisis.
This position requires a deep understanding of humanitarian issues, as well as the socio-political dynamics in Syria and the region. Given the conflict nature of this crisis this position requires extreme tact on the sensitive issues of access, border dynamics, and the fragile peace process, strong analytical skills, and the ability to conduct power mapping. The position also requires the identification of stakeholders and the development of viable theories of change and subsequent activities with the potential to reduced humanitarian suffering resulting from the conflict.The post will spend around 60% of their time advocating on events in Syria itself, but will be expected to support the neighbouring country teams and regional team around 40% of their time. Due to the changing demands as the crisis develops, a level of flexibility around priorities will be expected. The position reports to the Syria Country Director and is expected to travel in the region approximately 20% of the time.

Primary Skills:
Bachelors degree or equivalent in related field.
A strong writing and publications record.
Must have a demonstrated understanding of human and women's rights.
Demonstrated experience in group facilitation and capacity building.
Working experience and proven knowledge on International Humanitarian Law, UN Resolutions on Women, Peace & Security, Good Humanitarian Donorship Principles, the Red Cross Code of Conduct, Protocols on Forced Return
Thorough understanding of political, social, and humanitarian context of Syria and the surrounding region.
Policy analysis capabilities
Developing advocacy positions in collaboration with others.
Media relations
Communications
Excellent English writing and speaking skills
Awareness of Human rights and/or humanitarian law
