The HDRA is responsible for leading SSCL’s analytic output and does so
through the active management of SSCL’s information collection, collation, synthesis, and
analysis processes; including driving the production of the full suite of SSCL’s information and
analysis products providing operational support for members, partners and clients.
The HDRA will develop subject matter expertise (SME) in safety and security requirements of
humanitarian and development actors in Lebanon and tailor products to meet those needs.
The HDRA will be actively engaged with SSCL Area Risk Advisors (ARAs) and work in partnership
with and lead the analytic output of the Information Coordinator, National Analysts and ARAs
under the direction of the Operations Manager
Under direction of SSCL Operations Manager and Director:
• The HDRA has a capacity building support role to the SSCL Analysts, Information
Coordinator and Area Risk Advisors (ARA).
• Work closely with SSCL Senior Management Team, Steering Committee members, SSCL
member organization safety and security focal points and other SSCL staff, notably the
nationally-deployed Area Risk Advisors (ARA);
• Liaise with relevant SSCL stakeholders and interlocutors, such as United Nations (UN)
agencies, international organizations, donors and independent analytical bodies;
• Coordinate the direction, collection, collation, analysis and dissemination of safety and
security relevant information & analysis using available resources;
• Manage and collate incident reporting from, and advice to, SSCL members; Manage and
collate incident reports from SSCL members and generate recommendations for
avoiding the cause of the incident;
• Produce intellectually rigorous analytical products that adhere to best practice in
support of SSCL (), including:
o risk assessments, situational analysis and briefing products
o qualitative & quantitative analysis; and
o products that relate to the impact of the security context on the delivery of
humanitarian and development aid;
• Develop and implement predictive and enabling analytical frameworks for risk advice to
members (including indicator warning systems) relevant to context;
• Lead integration of geospatial information into SSCL products;
• database management Oversight to ensure quality of information for analysis;
• Capacity build SSCL staff and member organization staff as requested in reporting and
information management; and
• Represent the SSCL to relevant interlocutors as and when required.
Act as Operations Manager as and when required
Experience Required:
• Minimum 3 to 5 years international experience in analysis, research or communications with
significant security, operational or programmatic management responsibilities.
• Experience in policy or operations within humanitarian, development, UN or other international
organizations or government sectors.
High Desirable Experience
• Familiarity with UN, INGO, international organizations’ and/or donor Risk management systems.
• Familiarity with Lebanese and regional security contexts.
• International working experience (particularly in challenging contexts or conflict arenas).
Skills Required
• Ability to understand and anticipate the needs of the humanitarian and development
community;
• Strong information management skills: requirements planning, analytical, interpersonal, and
communication skills;
• Fluent in methods of handling information and communication with new technologies;
• Excellent initiator, able to manage multiple tasks;
• Able to work under pressure and good at timely decision making;
• Excellent written and spoken English:
o Arabic language skills highly desirable; and
o French spoken desirable
