SSCL is a committee of Local NGOs, International NGOs, United Nations (UN), International Organizations (IO) and Civil Society Non-Profit Organizations who coordinate and share information, resources and training on safety and security in Lebanon.

As 1 November 2014 all four SSCL pillars will have been functional for 1 year. In that year SSCL has grown from 28 to over 73 confirmed members, in addition to strategic partners and clients. The Consultancy is to establish Members and Clients satisfaction with the SSCL Four Pillars of

As part of the consultancy, also evaluate SSCL Members & Clients satisfaction with the governance and strategy of the SSCL in the past year.
It is crucial that the consultancy:
Survey an indicative selection of SSCL Members, Clients and Strategic Partners (NGO, UN, IGO and Government). Also survey a selection of respondents within SSCL member/client organizations to ensure national/international, security/programmatic and field/HQ are represented.
Utilize several methodologies to collect quantitative and qualitative information, cross-check and validate findings of the survey; such as questionnaires and interviews with key staff.
Conduct the survey with a comprehensive knowledge of SSCL product, services, governance and organizational constraints.
Ascertain and capture the level of understanding on SSCL products, services and organization by respondents.
Cross-check, validate and develop responses to the survey in-line with requirement 2. For example responses that request more services or lower cost, need to be developed to understand with a limited budget what other SSCL products or services should be reduced or ceased to achieve the request.
Ensure a respondent size that allows valid statistical analysis of the both raw and developed responses. As minimum a questionnaires is disseminated to all members and clients.
Key Deliverables
A methodology for respondent selection, survey, developmental understanding and validation, including sampling methodology, for review and approval by SSCL Director, Coordinator and Steering Committee.
Conduct of the study, survey and analysis, in-line with the 7 requirements above .
A comprehensive qualitative and quantitative analysis of respondents raw and developed responses.
A report detailing methodology, survey results, analysis and recommendations for better SSCL service delivery to members, note: not satisfaction but SSCL service delivery, so recommendations must be written in consideration with SSCL organizational nature and constraints.
A presentation of report and consultation (2 – 3 hours) on recommendations with the Donor (ECHO), Steering Committee and SSCL Senior Management Team.
Presentation of results and conclusions (1 hour) to SSCL Plenary November or December 2014.
Conduct of the Consultancy
The consultant, or consultant team, will have 3 -5 billable days to complete the consultancy.
The consultancy can be undertaken by an individual or a team, but in the event of additional consultants all must be
Approved by the SSCL Director and Steering Committee
Sign the SSCL Confidentiality Agreement
The consultancy must complete deliverables 1-4 by 25 November.
The consultancy is independent in findings but is line managed by the SSCL Director.
A ¼ of the consultancy fee will provided up-front, ½ on approved completion of deliverables 1-4 and the remaining ¼ on approved completion of deliverable 5 – 6.
The consultant/s is responsible for travel to and work authorization in Lebanon.
The consultant/s must declare any potential expression of interest with SSCL members, clients or strategic partners prior to commencement of the consultancy.
Requirements
Education
Lead consultant must have a minimum of Master’s Degree in Business Administration, Organizational Development or Similar Research Field.
Experience
7 to 9 years of experience in a position of management responsibility in government, international organizations or management consultancy, alternately 5 to 7 years experience consulting.
Familiarity with UN, INGO, Lebanon or Donor security management systems, alternately familiarity with analyzing and validating client service needs in a business to business context.
3 to 5 years international experience, particularly valuable experience in conflict, humanitarian, development or multi-lateral contexts.
Skills Required
Professionalism - Strong personal initiative and willingness to accept responsibilities; comprehensive grasp of research and analysis;
Leadership - Ability to manage and mentor a technical team by demonstrating leadership.
Excellent Professional English written, spoken and presentation communication skills including ability to prepare and present concise oral and written reports, briefings, updates and other documentation;
Management - Demonstrated management skills as Organizational Development and an ability to establish priorities and to plan, coordinate and monitor work plans.
Ability to develop and operate common database software, spreadsheet, project management applications and complex text documents.
Teamwork - Good interpersonal skills; ability to lead teamwork sessions;
Able to work under pressure and good at timely decision making;
Able to handle confidential, sensitive and controversial information with discretion and professionalism;
Arabic and French are highly desirable but the working language of the SSCL is English;
Embraces culturally diversity and highly tolerant; and
A sense of humor is absolutely mandatory.
