CARE International in Lebanon is looking for an experienced and motivated Supply Chain Consultant local or international to be responsible for planning, implementing, and monitoring our overall supply chain strategy and to maximize efficiency and productivity.
For efficient and effective humanitarian response, and ti be able to meet the most urgent needs of vulnerable population during this challenging time in Lebanon, CARE in Lebanon is looking for a supply chain consultant to support improvements and provide management in all logistics and procurement functions including the supply chain, fleet assets and communications in coordination with logistics and procurement team and with CARE program and support units. A key components of this role will be to activate delivery of programs, as well as improve the understanding of the programmes team of logistics policies and procedures. The consultancy main objective is to provide technical support and strategic planning to future initiatives to increase the in country logistics and procurement capacity and support to the programs.
Overall Objective
Oversee the whole chain of operations in the Supply Chain Unit to support the delivery of effective multi-sectoral programming
Specific Objectives:
Plan and implement the overall supply chain strategy in compliance with CARE policies and procedures
Determine key supply chain KPIs to ensure effectiveness of the delivery of goods and services to beneficiaries
Suggest solutions for process improvements to be reflected in CARE policies and procedures
Identify process bottleneck across the whole chain of operations and implement solutions in a timely manner
Ensure awareness and good knowledge of exactly what is happening throughout the supply chain in Lebanon and in the region.
Ensure that country specific Logistics Manuals and procedures are in line with organizational templates, are fit for purpose, meet minimum operating standards with adequate control mechanisms, and are being implemented and adhered to
Ensure there is an update of price lists of commonly purchased items, maintain preferred vendors suppliers list and/or blacklists. This includes the development of framework agreements with suppliers for diverse goods/services
Ensure there is an updated mapping of vendors and service providers for items and services procured or to be procured by the office
Supervise an adequate compilation of all documents related to procurement of services and goods prior to produce a payment request or invoice authorization forms and to coordinate with the finance department for this purpose
Overseeing stock management: control, develop and maintain effective warehouse management systems for an accountable and transparent transit of materials from our warehouses and offices to end point users. This includes monitoring and reporting for all warehousing transactions. Take a leading role conducting to upgrades in all warehouses to ensure appropriate counting and stock of materials
Oversee fleet management and ensure smooth and safe movement of team across the country
Oversee vehicle maintenance, fuel consumption and fuel costs, driver management, asset utilization, route planning.
Manage and motivate the team of the Supply Chain Unit, provide constructive feedback to boost productivity
Build and maintain good relationships with vendors, service providers and partners and develop relationships with new stakeholders

Previous working experience as a Supply Chain Manager for (6-7) years

BA in Supply Chain Management, Finance, or similar relevant field

b) Financial proposal detailing the following:
Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE
Provide proof of Ministry of Finance of Lebanon registration (Fiscal number). This is required for companies and facultative for individuals.
In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.
Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
