CARE International in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their immediate and longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.
The Supply Chain Manager is responsible for supporting improvements and providing management in all logistics and procurement functions including the supply chain, fleet, assets and communications in coordination with the logistic and procurement together staff. A key component of this role will be to activate delivery of programs, as well as to improve the understanding of the programmes team of logistics policies and procedures.
The Supply Chain Manager will provide technical support and strategic planning to future initiatives to increase the in-country logistic and procurement capacity and support to the programs. This requires a highly motivated, hands on and detail solution oriented individual who will be able to resolve operational critical challenges as they arise.
The Supply Chain Manager contributes to ensuring that CARE Lebanon’s commitment to improving quality and accountability in humanitarian work, and endeavors to implement sustainable systems and transfer knowledge and skills to existing staff.
The delivery of an effective logistics function will play a key role in the expansion of CARE Lebanon.
This position will be based in Beirut with required visits to the field
University degree in a relevant discipline
5-7 years relevant experience of procurement management, warehousing and stock control, goods distribution, and transportation and vehicle fleet management in large international non-governmental organisation or other international relief/development body and in emergency response/humanitarian environments particularly in the Middle East.
Demonstrated experience in developing a country logistics strategy to support programme delivery and expansion
Experience of developing and running a local supply chain system to support different types of programmes, and coordinating resources to meet the programme objectives
Demonstrated experience in running effective and efficient Supply Chain during Emergency
Familiarity with MS Office software, such as Excel , Word.
Proven track-record in managing and supervising others in procurement and logistics
Experience in compliance with organizational procurement policies, procedures and processes
Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans;
Sound knowledge of budgeting and financial management;
Resourcefulness and creativity in developing the role of logistics within the programme and ensuring the most effective support to line management (including the ability to synthesize and analyze complex information and present clear and informed solutions);
Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, values driven teams;
Ability to build relationships quickly with a wide variety of people, both internally and externally
Willingness to work and travel in often difficult and insecure environments;

KEY AREAS OF ACCOUNTABILITY:
Support the delivery of effective programmes by:
Support the DPI in driving the in-country logistics activities, including fleet/movement, relief distributions of NFI's and warehousing
Monitoring overall logistics and procurement performance, and undertaking root cause analysis and problem resolution for all logistics operations
Ensuring that country specific Logistics Manuals and procedures are in line with organizational templates, are fit for purpose, meet minimum operating standards with adequate control mechanisms, and are being implemented and adhered to
Improving accountability through the implementation of a set of monitoring and reporting tools for an adequate follow-up of logistics functions for the response, ensuring analysis of reports and that operational and strategic decisions are taken and followed up from this analysis
Overseeing timely and transparent programme purchases through effective management support systems, ensuring that procurement policies and procedures are followed at an optimal quality/price, that procurement on an international level is carried out efficiently and effectively, and that all procurement procedures are properly implemented
Ensuring there is an update of price lists of commonly purchased items, maintain preferred vendors suppliers list and/or blacklists. This includes the development of framework agreements with suppliers for diverse goods/services
Supervising an adequate compilation of all documents related to procurement of services and goods prior to produce a payment request or invoice authorization forms and to coordinate with the finance department for this purpose
Overseeing stock management: control, develop and maintain effective warehouse management systems for an accountable and transparent transit of materials from our warehouses and offices to end point users. This includes monitoring and reporting for all warehousing transactions. Take a leading role conducting to upgrades in all warehouses in order to ensure appropriate counting and stock of materials
Providing logistical input for the scale up of operations in case of emergencies or programme development
Ensuring information and policies are disseminated appropriately amongst logistics staff and wider programme staff as needed, providing technical advice to all staff on logistics procedures/compliance as well as training and briefings for programmes teams for better understanding
Ensuring that partners understand and accept donor guidelines and requirements for all logistics operations, and ensuring that the logistics team is staffed up appropriately to provide necessary support and coaching to partner agencies
Developing the capacity of the logistics team by overseeing assessment of staffing capacity, identifying new posts, designing attractive and realistic job specifications, conducting recruitment and appraisals, and offering general management support in effective team-building
Developing and maintaining strong awareness of evolving security situations, adapting logistics activities accordingly and ensuring new emergency operations are effectively supported.
Ensuring that communication, transport and other systems are developed in support of the maintenance of good security for all staff and visitors and working with the Safety and Security team to provide technical support in the aspects where logistics are responsible i.e. vehicles, facilities, communications equipment and supply chain
As guided by the DPI, facilitate the evacuation of field based teams, in the event of an emergency
Providing logistical input for procurement plans during proposal and budget writing. This includes compilation of different procurement plans in order to carry out coordinated procurement, ensuring adequate budgeting of logistics and operational needs, reviewing the feasibility of the project in line with current and/or planned logistics capacity and risk management in terms of supply chain planning i.e. lead times and donor compliance. Retrieve information from the administration department in relation to capital assets replacement plans i.e vehicles, IT equipment for planned procurement
Representing CARE at the logistics working group
Other tasks as required by DPI, including basic admin tasks
