Wash Civil Engineer

KEY RESPONSIBILITIES: Collect all the needed field data and/or information related to the project; Perform detailed assessments and technical surveys at municipality and household levels. Prepare technical designs and specifications, Bill of Quantities for supply, and description of works for water supply and sanitation facilities in selected collective centres and sub-standards shelters hosting refugees, and for pblic infrastructures at municipality level. Perform site supervision and inspection of the work done by the project at household level, and by municipalities for the public infrastructure for which they will receive grants.; Ensure that humanitarian standards (Sphere, etc.) and code of conduct are implemented. Support the WASH officers to establish water sanitation and hygiene committee (gender balance) for the purpose of appeasing tensions between hosts and refugees. Together with the hygiene promoters team facilitate focus group discussions (PRA) in order to identify the communities’ needs. Develop the capacity of partner organisation (PARD) in undertaking water, sanitation and hygiene technical and engineering related activities. Work closely with Hygiene Promoters, community leaders and the local authorities to ensure that the facilities provided will be fully utilised and maintained. Participate in regular meetings with municipalities and Union of municipalities to ensure that the working relationship between them and CARE is positive, open and conducive to the successful achievement of agreed objectives, and to promote good coordination principles,  Represent CARE at relevant WASH working groups, at Governorate (North and ML) and district levels and collaborate, as appropriate, with related organisations, such as the Regional Technical Office in Iqlim Kharroub in Chouf, or other coordination bodies. Assist in the preparation of the procurement documents Document and report on all conducted activities     Follow all the instructions and the pre-established guidelines  (SPHERE, etc..) to perform the functions of the job;         SKILLS AND COMPETENCES REQUIRED: A suitable qualification in any discipline relating to Public Health Engineering, Civil Engineering, Environmental Health or Construction Engineering.  Works in WASH projects in Local or International NGO's. Knowledge of and significant practical field-based experience in either/both water management or sanitation management, particularly of poor rural and urban communities. Strong technical engineering skills and experience, with good knowledge and experience using relevant tools, systems and operational standards, including cost estimating.   Sensitivity to the particular needs of women in a public health context, and understanding and recognition of the importance of involving women in the decision making process. Commitment to and good knowledge of creating efficient, independent partner organisations, through effective capacity building and learning and development activities. Ability to build strong, credible relationships with international and local NGOs, government associations, communities and partner organisations. Good organisational and personal management skills, with ability to prioritise work issues and adjust to constantly changing situations while maintaining focus on delivery and follow-through. Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues. Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s work. Experience working in emergency situations. May need to work after hours or at weekends. Fluent in Arabic and English.
