CARE is currently implementing an Integrated, multi-sector response to acute and urgent needs of vulnerable populations affected by the Syrian Crisis, while building the resilience of crisis affected communities to future shocks and stresses. The WASH and Rapid Response Project Manager will ensure the adequate implementation of CARE projects. S/he will manage all components of projects and partners grants on behalf of CARE (staff, financial and program management). The project manager will provide and/or facilitate technical support to partner organizations in relevant technical areas and provide guidance and capacity building to growing humanitarian organizations.
Program Cycle Management (30%)
Manage all components of CARE WASH and Rapid Response projects including partners grants on behalf of CARE (staff, financial and program cycle management) and coordinate the implementation of multiple sub-grants on larger donor portfolios
Ensure CARE and partner’s project implementation is on time, scope and budget, using effective M&E systems to reach desired impacts
Ensure adequate monitoring, reporting and acquittal of activities in line with partnership program policies, CARE and donor guidelines and procedures
Manage and support the Partnership Officer /Project Assistant in his or her day-to-day work with the partners, providing advice and coaching as needed.
Oversees the remote mentoring of partners throughout the project management cycle and provide guidance on the implementation of program activities
Ensure that gender and protection-sensitive approaches are mainstreamed into partner projects
People Management (20%)
Manage the partnership officer and CARE field teams as relevant including setting work schedules and organizing staff deployments, time management, etc..
Monitors the work on the CARE team through regular reporting; ensures the team produce reports, key project documentation (case notes and reports, meeting notes, project visit reports, activities reports, photos).
Ensures CARE team performs according to CARE standard practices and relevant codes of conduct.
Supervise the partnership officer and lead on the recruitment of additional program staff; follow up with the Area Manager on any disciplinary or related requirements.
Conducts annual performance appraisal as per the organizations policies and procedure.
Lead on identification, training and continuous support/capacity-building of team and local implementing partners (35%)

Provide training, guidance, and support to CARE staff members to effectively perform their duties and promote a strong team spirit. Provide relevant technical support and guidance to partners as necessary. Revise, adapt and input into training materials as appropriate for the changing contexts.
Support CARE partnership officer to prepare trainings and develop mentoring approaches that are most suitable for each partner
Ensure links are created between partner projects and CARE technical teams (e.g. gender/Protection , program support units) as appropriate to build technical capacity of partners
Sector Leadership and Representation (5%)
Represent CARE in relevant external sector and operational coordination forums and groups (UN agencies/INGOs).
Prepare inputs to 4Ws documents and other coordination mechanisms as needed
Attend meetings and keep the mapping of actors and stakeholders in the program areas up to date and coordinate with relevant stakeholders.
Security and Safety (10%)
Work closely with CARE security focal point(s) to develop and maintain systems and training that ensure the safety and security of CARE’s team and partners.
In order to mitigate the risk on partners ensure appropriate safety and security assessments and good practice are adhered to in close collaboration with the Safety and Emergency Response Officer.
Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE safety and security policies and procedures.
Competencies
Strong knowledge of project cycle management and relevant tools, processes and systems, certification on project management desired

Strong communication skills, particularly for networking, coordination and communication with diverse groups of people

Demonstrated ability to mentor, both in a one-on-one and in a group setting
Strong written communication skills, experience with reporting and proposal-writing
Experience:
Minimum 2 years of experience managing humanitarian/development programs in positions of increasing responsibility
experience working with and through partner organizations; demonstrated skills in partnership building
Proven history of integrating gender/age/disability considerations into programs
Successful background in budget management, staff management, donor relations and reporting
Experience in remote management
experience and knowledge of Water, Sanitation, Hygiene promotion, humanitarian response
Good knowledge of the Syria and regional context and flexibility to adapt to changing and difficult work environments
Expert understanding of NGO compliance requirements and regulations
