Caritas Lebanon (CL) is seeking a qualified consultant (consultancy team) to develop a Monitoring, Evaluation, Accountability and Learning (MEAL) framework and its related standard operating procedures.

Interested candidates with proven ability to deliver on the below mentioned assignment deliverables within the set timeframe, should submit their company or personal profiles via email to tony.kanaan@caritas.org.lb to receive the related request for quotation file to be filled out and submitted.
The deadline for quotation submissions is April 18, 2023, at 10:00 a.m. Quotations that are received by Caritas Lebanon after this deadline may not be considered for evaluation.

Assignment timeframe: Mid- April to mid-July 2023
Main deliverable: Develop a MEAL framework and SoPs (Max of 22 working days) as per the below general workplan:
Organize a kick-off meeting to discuss the scope of work and the purpose of the assignment
Conduct a desk review of primary and secondary data (i.e., past frameworks, policies, procedures, and any other existing SoPs)
Conduct an assessment to link the literature information with the actual feedback from CL Management and other staff and beneficiaries (if needed) through a number of meetings, KIIs, FGDs, survey...etc.
Prepare and submit a presentation on the findings following the completed assessment. These findings will be used to assist in the creation of the workplan of the consultant
Identify which SoPs need to be drafted or updated (such as the: Monitoring and Evaluation policy, data protection policy, MEAL plan template, FCHM policy, etc.)
Develop the first draft of the MEAL framework and its’ related SoPs in consultation with relevant key personnel and present it to the panel for review
Address the panel’s comments and present the final draft of the framework and SoPs
Disseminate the information among all relevant personnel at CL in a workshop during the second half of June.
Deliver final consultant’s report by mid-July including an evaluation section and a sustainability plan.
