Consultant - Protection and Crisis Management in Detention

INTERVENTION SUMMARY AND PROBLEM STATEMENT

The Protection of detainees at the retention Centre for foreign persons in Lebanon is a 30 months’ project funded by The Embassy of Switzerland and implemented by Caritas Lebanon. The project’s main objective is to enhance the protection of mixed migrants in or at risk of detention by 1) incorporating Human Rights principles in the management of the Center, 2) by improving living conditions and 3) by decreasing the risk of detention.

The General Directorate of General Security (GS) has a direct interest in the improvement and wellbeing of the Centre and its detainees and has been working towards this with Caritas Lebanon since the year 2000. A high level of collaboration and coordination exists between the two organizations to better address and tackle the challenges faced both at a national and international level, by empowering its existing structure potential for better sustainable outcomes. The identified gaps include mainly insufficient crisis response system and potential for better incorporation of human rights and gender principles into regular operation of the detention center. In order to tackle these problems identified during previous field assessment and continuous presence of CL social workers in the detention center, practical and tailored crisis management trainings and procedures are needed to strengthen the human rights approach in the management of the Center and the GS hierarchy, hence ensuring better detention conditions, especially in crisis situations.

  1. THE PURPOSE, SCOPE AND OBJECTIVES OF THE CONSULTANCY

Crisis management is the process by which an organization deals with a disruptive and unexpected event that threatens to harm the organization, its stakeholders, or the general public. It involves dealing with threats before, during, and after they have occurred. It is a discipline within the broader context of management consisting of skills and techniques required to identify, assess, understand, and cope with a serious situation, especially from the moment it first occurs to the point that recovery procedures start. In order to achieve that the consultancy will integrate and build upon current GS personnel knowledge to create a multidisciplinary approach to crisis management within the detention center. Examine the strengths and weaknesses of existing approaches (if any) to crisis preparedness and crisis response and to achieving an effective response by nourishing the adaptive behavior of the GS hierarchy. The main target groups of the training are GS personnel across the hierarchy, especially those based at the department of execution and investigation. The purpose of this consultancy will be thus achieved by focusing on the following objectives:

  1. Improvement of the crisis management structures of the GS department of execution and investigation within the detention centre.
  2. Mainstreaming human rights and gender principles into the crisis management framework.

 

EXPECTED DELIVERABLES

In order to achieve the above objectives, the consultant will be required to produce the following deliverables:

  1. Standard operating procedures for crisis management (SOPs) developed reflecting human right and gender principles.
  2. Training materials for introduction of the SOPs and increasing awareness on crisis management.
    • The training package shall include a pre- and post-test scheme and benchmarking tool allowing for measurement of knowledge increase and measurement of improvement of protection practices of the GS in the centre respectively.
    • The training shall cover the following topics and empower the trainees to acquire the following knowledge and attitudes:
      • Knowledge on migrants and refugees’ rights and general human rights principles.
      • Knowledge on protection needs and vulnerable categories in detention.
      • Consideration of gender dimension (e.g. gender specific needs and challenges, etc.) and promoting gender equality
      • Knowledge on GS code of conduct
      • Security and safety of the personnel, detainees and the premise.
      • Understand Crisis Management and its preferred framework for the private and public sectors.
      • Understand escalation of incident to crisis to disaster.
      • Apply effective crisis management tools and techniques for when an organization is under pressure.
      • Develop an effective stakeholder management plan for use in a crisis.
      • Identify measures that would improve their organizations' crisis management capabilities.
      • Acquire an in-depth knowledge of the key aspects of Crisis Management.
      • Develop strategies ensuring efficient and effective response.
      • Understand the deadly leadership behaviours and the winning strategies in a crisis.
      • Learn the fundamentals of organizing and managing Crisis in places of detention.
  3. Delivery of training (initial and refresher) and practical simulations (at least fifteen training days).

Venue: The trainings can take place in the general security’s training department, CL premises or at any designated hotel banquet facilities. CL will be responsible for catering and venue rental.

Language and style of writing

  1. The materials shall be elaborated in Arabic and English language.
  2. It is essential that output documents be clear, unambiguous and comprehensible for the non-specialist.

Development of procedures and delivery of training

  1. In order to ensure high acceptance and adoption of the developed deliverables, participatory methods such as focus group discussions and exercises need to be used when working with key project stakeholders (GS and CL staff).

Approval process

  1. All produced deliverables must be validated by the contracting authority who will appoint staff responsible for validation process. The timeline for deliverables includes time needed for validation.

  1. Fifteen participants per training

SCHEDULE OF DELIVERABLES

the overall timeframe for the consultancy will be April to July 2018 in the extent needed to deliver the envisioned deliverables as per the technical proposal submitted. The indicative time schedule is as follows:

  1. Standard operating procedures for crisis management (SOPs) developed reflecting human right and gender principles. May 2018
  2. Training materials for introduction of the SOPs and increasing awareness on protection concerns and crisis management. June 2018
  3. Delivery of training (initial and refresher) and practical simulations. July 2018

 

8. ELIGIBILITY FOR CONSIDERATION

Eligible consultant will be required to have the following qualifications and experience:

  1. Applicants should have traceable referees and records of previous work (at least 5 years) on human rights preferably crisis management and case study documentation.
  2. Knowledge and experience of organizational capacity assessment and organizational capacity building is key.
  3. Experience in organizational change processes, crisis management and operations management.
  4. Accustomed to creating new organizational policies and having relevant experience and skill set.
  5. Field level experience of working with government bodies in NGO sector, knowledge on detention is an asset.
  6. Excellent written and verbal communication skills in English and Arabic.
  7. Strong report writing skills and research experience.

 

9. APPLICATION PROCEDURES

Expression of interest is invited from suitably qualified and experienced consultants with capacity to undertake the above activities. The consultant is expected to submit a detailed proposal with the following components:

  1. Technical proposal to include:
  • Maximum of one page outlining the consultant’s understanding of the ToR and the proposed methodology to conduct the assignment, including a draft training programme or work plan
  • Copies of CV(s) for the lead consultant and the supporting team who will undertake the assignment if applicable.
  • Reference of three most recent relevant clients and assignments (stating the organization, assignment undertaken, date and duration, contact person’s name, email address and contact number).
  • Sample document elaborated by the consultant showing his/her expertise relevant to the assignment.

2. Financial proposal detailing the following:

  • Itemized consultant’s fees – consultant should indicate daily rate.
  • Validity period of quotation.

10. SELECTION CRITERIA

The consultant will be selected according to:

  • Understanding of the ToR;
  • prior relevant experience and skills;
  • proposed methodology and planning of the assignment;
  • overall quality of proposal; and cost
