Deputy Program Director - Baladi Program - Usaid Experience

The Senior Technical Manager / Deputy Program Director (DPD) will work closely with the Program Director (PD) to manage the day-to-day operations BALADI USAID-funded Governance program. The DPD’s duties include providing technical input into the design and delivery of the program activities including project design and implementation; in the absence of the PD, the DPD will assume full responsibility for the Program. The DPD will be based in BALADI main office, and will be responsible for overseeing daily program implementation on a full-time basis.   DUTIES In the absence of the PD, the DPD will assume full responsibility for the program. Work directly with the Program Director to oversee program management, to assist in developing program management plans and procedures, and to take strategic decisions regarding the program. Ensure successful completion of the objective of the award in line with rules and regulations of the donor reflected within the agreement. In coordination with the PD and Finance Manager lead amendments and modifications of the agreement with the donor. Ensure processes are in line with donor requirements, identify risks and budget for mitigation actions, and lead the team through all phases, including evaluation, planning, implementation, operations and closeout. Review project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project. Review and approve grants budgets and modifications, and monitor the proper implementation of grants, subcontracts, and procurement of the program. Develop TORs, manage and track the deliverables of short-term technical assistance of engineers, environment, gender, youth, socio-economic, financial and other as needed for the implementation of projects, including tracking milestones projects, as well as monitor the deliverables of partners. Coordinate with grantees, overseeing the execution of their grant, procurement, payments, compliance, delivering training to improve grantee administration capacity, working with technical staff on timelines and deliverables, ensuring proper files are kept. Oversee and support the grant management department, in particular regarding civil works and environment in compliance with respect to donor requirements. Lead the operations department which includes administration, HR, procurement, and logistics Lead and manage the outreach and communication department with regard to activities, help develop materials to promote the project, and disseminate key project results and develop success stories. Lead the M&E department in developing M&E plans, defining indicators, setting targets, monitoring implementation and operations phases, evaluating achievements, developing success stories, conducting surveys and reporting, and provide guidance to the M&E team and monitor and assess the success of results to find out whether the project was effective and achieved its objectives. Advise of any corrective measures required to achieve strategic, financial and operational objectives. Review and help execute business plans for projects that includes socio-economic study, economic feasibility and functionality of projects, operation and management plan, communication plan, financial plan and sustainability plan. Lead the evaluation of the Gender component in projects, developing baseline and end line Gender Analysis, integrating activities within work plans that include Gender Equality and Women Empowerment practices. Advise on all legal documents and aspects for grantees, projects and tenders in coordination the legal consultant. Serve as a mentor, coach and guide to senior staff as well as develop presentations for capacity building, particularly with regards technical issues. Promote coordination and support implementation of all key project activities, with emphasis on ensuring high-quality program implementation Establish and maintain effective and transparent project reporting, evaluation, and communication systems. Review and approve yearly financial plans. Provide technical direction for the development of projects from inception phase until completion. Submit timely accurate and professional program reports that meet donor requirements to PD this include quarterly and annual reports.
