Environmental Expert

Caritas Lebanon BALADI program funded by USAID is implementing the Request for Community Assistance (RFCA) which aims to provide funds for NGOs/FBOs in order to respond to the needs of vulnerable communities from various backgrounds, regions and groups (elderly, youth, women, PWD, etc…)

The program is seeking the assistance of an Environmental Expert/Consultant to support and answer the USAID environmental compliance requirements according to USAID’s procedures.  

He/She shall perform several technical and administrative functions to support the operations of the program in the field.

The Environmental Expert will assist CL BALADI team in fulfilling field-related duties until the end of program duration (September 2021)

TASKS AND RESPONSIBILITIES

The consultant will work on a series of projects under BALADI Program and achieve the below listed duties and responsibilities:

• Draft the Environmental Mitigation Measures Plan (EMMP) and the Environmental Review and Assessment Checklist (ERAC) for the RFCA sub-awards projects under BALADI Program.
• Work in close collaboration with CL to identify the needs required for successful delivery of project results and ensure that all planned activities are compliant with BALADI rules and regulations (as per BALADI’s environmental manual);
• Ensure that the BALADI planned activities comply with USAID environmental compliance procedures (22 code of Federal Regulations Part 216 – 22CFR 216) as per the Initial Environmental Examination IEE prepared and approved by BEO in April 2012;
• Identify any potential impacts of BALADI’s financed activities and define appropriate environmental safeguard measures (mitigation measures) prior to final decisions and approval of sub-grants; 
• Prepare a monitoring field visit schedule in full coordination with the CL on a regular basis; 
• Conduct regular field visits to the target areas and fill individual Environment checklists to ensure proper implementation of the mitigation measures as per the Environmental mitigation and monitoring plan (EMMP);
• Prepare and regularly consolidate the field visits plans for the project;
• Ensure proper communication with BALADI’s sub-grantees and Project Partners;
• Coordinate logistical arrangements for all field and partner meetings;
• Assist the MEAL Coordinator and the Reporting and Compliance Officer in setting and finalizing technical reports related to environment procedures and process (progress report, annual report, Environmental checklists, etc.) and other information;
• Attend the regular weekly meetings at CL Offices and all other meetings requiring the presence of the TL/BALADI Staff;

Support CL BALADI team in achieving some of BALADI program indicators

JOB TERMS 

• The Environmental Expert is committed to conduct field visits to the RFCA projects’ target areas.
• Short-term Technical Consultant basis (max of 8 hours/day)

EXPERIENCE REQUIRED

• Bachelor or Master’s degree in one or several of the following areas: Environmental Sciences/Management, Agricultural Engineering or other relevant degree
• At least 5 years of relevant experience, focused on assessing environmental management and environmental impact assessment and mitigation
• Have previous experience with USAID-funded programs and projects
• Extensive experience in developing USAID ERACs and EMMPs
• Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.

• Project planning, organizing and management techniques
• Ability to successfully initiate and maintain positive relationships with communities and NGOs /FBOs.
• Strong interpersonal skills and ability to deal effectively in team environment
• Excellent knowledge of English and Arabic; French is a plus
• Excellent reporting, communication and interpersonal skills
• Good computer applications skills.
