The GACM will be responsible for working with the project managers, senior engineer and Rotational Field Coordinators to monitor grants. Key duties include managing the grants process from development of proposal budget, review of key grant terms, calculation of ongoing run rate and coding compliance and reporting – both internally and externally, and ensuring compliance of the grantees with grant terms. The GACM is also responsible for ensuring all program activities are in compliance with USAID and Caritas Lebanon rules, regulations, and policies. In this capacity, the Grants and Compliance Manager will allocate the workload across the grants team and establish individual portfolios for each Project Manager.
DUTIES
Control and oversee the grant application, approval, implementation, and close-out processes
Control and oversee the contract development, approval, implementation, and close-out processes
Report to the DCOP on overall program grant implementation to ensure proposal and budget feasibility, grant activity schedule viability, and that equipment and material procurement and delivery are upheld as outlined in the Grants and Procurement Manuals
Performing grants management functions such as budget amendments, plan changes etc.
Ongoing monitoring of grant budgets and expenditures to ensure targets are met
Ensure program activities are in compliance with USAID and CL rules, regulations, and policies
Manage in close coordination with the Civil Engineer all construction works
Monitor and manage all administrative and financial details concerning issuance of grants
Coordination with grantees, and overseeing the execution of their grant, including tracking milestones, procurement, payments, compliance, delivering training to improve grantee administration capacity, working with technical staff on timelines and deliverables, ensuring proper files are kept
Understand and adhere to all USAID, CL and program rules and regulations concerning grants, procurement, financial Compliance, environmental compliance, gender compliance, construction compliance, branding and marking policy, and subcontracts
Responsible for drafting the terms of reference for STTAs and other consultants, in coordination with the DPD
Ensure inclusion and mentoring of Terre Liban in all processes related to grants and environmental component
Participate in grantee and procurement selection committees and processes
Manage procurement processes for all grant activities, including determining procurement requirements, to identify and ensure the most appropriate procurement methods to ensure transparent processes are utilized
Monitor grant activities during the implementation cycle to ensure delivery and disposition of goods and services
Provide continuous assessments of grantee performance delivery against project objectives
Interface with grantees, sub-contractors and vendors to ensure transparent program processes are upheld and compliance standards are understood
Review all grant activities for compliance with program policies and USAID regulations
Conduct comprehensive final review and close out of grant activities
Work with the Projects Managers and encourage interaction with the technical teams through all phases of activity implementation
Ensure compliance with USAID Mission Order 21 – vetting
Take strategic decisions regarding the program
Review and approve yearly work plans
Review and approve yearly financial plans
Review and approve projects budgets
Coordinate in finalizing municipal projects evaluation and selection criteria
Participate as a member of the selection committee
Review the yearly M&E Plan and provide feedback
Other duties as assigned
