HEAD OF REFUGEES DEPARTMENT

The Head of Refugees Department is responsible for managing all projects, activities, operations and sectoral themes in addition to networking and advocacy under this department.

DUTIES

  • Develop, oversee and maintain a coherent strategic vision for the department and team
  • Develop a work plan which includes goals and objectives towards the overall strategic plan of Caritas Lebanon
  • Participate in developing the strategic plan of Caritas Lebanon
  • Ensure that the programs and services offered by the department contribute to the organization's mission and reflect the priorities of Caritas Lebanon
  • Ensure that staff are abiding by the policies and procedures of the organization
  • Establish and strengthen productive relationships with relevant organizations and networks, technical experts, government agencies and donors within Lebanon in coordination with the DOP
  • Represent the organization at decision-making platforms and forums
  • Prepare the annual budget and report of the department
  • Participate in securing funding for the department through various methods
  • Management of multi-sectorial portfolios
  • Monitor the day-to-day delivery of the programs and services of the department to maintain or improve quality
  • Management of operations of centers and shelters
  • Effectively oversee the implementation of projects
  • Manage the overall budget of the department
  • Ensure programmatic and financial donor compliance  
  • Manage and monitor the day-to-day operations of the department
  • Oversee the planning and implementation of the department’s programs and services
  • Follow up on the evaluation of projects
  • Monitoring and approving projects activities and projects expenditure
  • Promote effective team work between the program staff and operation staff
  • Harmonizing projects across different programmes
  • Restructuring of the department to adapt to the needs of the field
  • Developing SOPs for program quality management
  • Implement a performance evaluation process for direct reports which includes monitoring the performance of staff on an on-going basis, conduct an annual performance appraisal and create a development plan based on their individual requirements
  • Conduct field visits to various centers and shelters
  • Ensure that staff receive proper induction and orientation in addition to being continuously updated on any organizational changes
  • Promote a positive and constructive working environment while adhering to the values of the organization

  • Set priorities, develop a work schedule, monitor progress towards goals, and track details/data/information/activities
  • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem
  • Proficient in English, French and Arabic both written and oral

 

EDUCATION & EXPERIENCE

 

  • BA in Social Sciences or related field
  • Master Degree in relevant field is preferable

 

EXPERIENCE & KNOWLEDGE

 

  • 7 to 10 years relevant experience working in the humanitarian field with a focus on emergencies and refugees context
