Health Outreach Worker

Essential Principles:

  • The HOW is obliged to maintain absolute confidentiality concerning individuals with whom she/he shall engage, and all other operative and organizational matters that she/he may gain knowledge of in the course of her/his activities.
  • The HOW will ensure that activities are conducted under principle of do no harm.
  • The HOW will treat all persons, including those of different genders, values and diverse backgrounds, with respect, open-mindedness, tolerance, dignityand equality without discrimination.  Selection Criteria
  • The main selection criteria for HOW are described below:
  • Must be willing to donate his/her time and skills to support individuals and communities in need without condition.
  • Must be a person of concern, above 18 years old.
  • Must be able to read and write, have completed at least secondary formal education, and preferably having a medical or paramedical background or interest.
  • Must have basic English knowledge and computer skills.
  • Must have movement capacity (using her/his own car or public transportation).
  • Previous experience in outreach work, working with diverse cultures and communities is preferable.
  • Knowledge and understanding of health and safety practices related to outreach work is recommended.
  • Must have good knowledge of the Lebanese context and of the relationship between host and refugee communities.
  • Must not be employed in any field of employment that could result in conflict of interest.
  • Must not be engaged in acts of protection (rights) violations, including child marriage, child abuse, SGBV, or any illegal actions.
  • Must have good standing and reputation within the community, including honesty, integrity.
  • Must have good interpersonal and communication skills, be able to communicate information in a clear and concise way.
  • Must have good organizational time management skills, accountability, reliability, and punctuality.
  • Must maintain a positive attitude and outlook.
  • In the selection, priority will be given to midle-aged unemployed women, persons with disabilities, youth, older persons, and other socially excluded groups, including ethnic backgrounds.

Roles and Responsibilities

  • Prior to the start of her/his mission, the HOW should have attended the training conducted by the health department relevant to their work.
  • The HOW will be identifying new patients and doing proper referrals, or follow-up as per need, using the tools provided by CL health department. This will be through phone calls conducted from the PHCCs, or household visits each time the safety conditions allow to. Possible visits to distribute brochures can be planned as well.
  • In case the HOW is doing phone calls only: she/he will ensure full time attendance at the PHCCs, 5 days / week, 5 hours each from 9 am to 2 pm. In case the HOW is doing home visits only, these can be done outside regular working hours; however, the HOW will pass by the PHCC once or twice a week for handover and reporting on the work completed – weekly submission of data log sheet reflecting her/his work during the past week. Flexibility in service provision including location, schedule adaptation may be applied, in accordance with the PHCC coordinator and the project staff.
  • The HOW should complete a minimum of 300 calls or 140 visits on monthly basis.
  •  Conduct data collection: collect targeted information from the community on key topics using the specific tools provided by CL health team.
  • Hold information and map on the available services and center providers that would benefit the community and disseminate information regarding those services.
  • Share information with the household members on CL existing services and programmes (health and others), guide and facilitate access to programs, services and opportunities that may be of assistance or responsive to articulated needs and requests. During follow-up visits or calls, provide basic health information about risks, a healthy lifestyle, health recommendations and prevention opportunities.
  • Ensure that safe identification and referrals are done with transparency and confidentiality efficiency to meet the needs and provide access to needed services.
  • Ensure all data, forms, reports, and necessary documentation are accurate and submitted within established timelines agreed upon with the PHCC coordinator and the project team.
  • Highlight to the PHCC coordinator key community issues, fears, concerns, risks and information gaps, especially around specific groups at risk. Provide feedback on programmatic or response gaps.
  • Support the implementation of community-based activities within the community or with specific groups if requested, this includes planning, as well as identification and mobilization of groups from the community, to participate in groups health activities.
  • Develop linkages and maintain effective working relationships with other community services/agencies to facilitate contacts and services for the center and the beneficiaries.
  • The HOW will attend, by invitation, regular or ad hoc meetings in person or virtually when necessary.HOW may coordinate with specialized Outreach Volunteers, municipalities, and other community groups, as relevant.

Reporting, coordination

  • The Outreach Worker reports directly to the center coordinator/head nurse, who will provide the appropriate support and supervision.
  • The HOW collaborates continuously with the center coordinator/head nurse and the PHCC health staff as appropriate in understanding the resources, activities, groups, and other community programs available.
  • The HOW will immediately notify the coordinator of urgent issues / cases either through face-to-face contact or by phone, whichever is the quickest. 
  • The HOW will additionally follow all reporting requirements using the relevant tools for activities carried out by the HOW. The HOW will ensure that no identifiable information is shared or circulated.

Support

  • This engagement includes a representative motivational monthly remuneration.
  • Within the provisions of the HOW program, Caritas Lebanon (CL) may subsidize support costs up to a predetermined limit and type (such as transportation cost) - and may provide other forms of non-financial support to facilitate the roles and responsibilities such as training and information and education materials. This is to facilitate his/her activities. 

Code of Conduct, Liability and Discipline

  • The HOW will read, sign, and strictly abide by CL Code of Conduct. He/she will also sign the TORs.
  • The general OV is also accountable to withstand professional behavior and a humanitarian approach.
  • Respect confidentiality of information without sharing it with any other party.
  • Treat Lebanese, refugees and migrants with respect, open-mindedness, tolerance, dignity, and equality without discrimination.
  • All outreach volunteers, including HOW, will abide by the laws of the Government of Lebanon, and may be held criminally and civilly liable if found to have committed an offence under such law.
  • Non-abidance to the Code of Conduct will lead to dismissal.
