Humanitarian Response Manager - Trócaire

Key Duties & Responsibilities:

Programme Development and Management

  • Support the Head of Programmes with the development of the new country and programmes strategies to ensure accountability and protection are central to Trócaire’s response in the country.
  • Responsible for finalising and leading on the implementation of Trócaire’s humanitarian response strategy and programme in line with the context, strategy, and the defined scale  for this role.
  • Support the design and implementation of the Protection Programs inclusive of basic protection services, Psychosocial support services, community engagement, and protection mainstreaming in line with Trocaire’s framework and program strategy.
  • Support partners to deliver humanitarian assistance and programs to earthquake affected communities in line with the agreed projects and partnerships.
  • Ensure partners are meeting their reporting schedules, while ensuring that reports are in line with the approved budgets, funding and compliance requirements.
  • Responsible for the preparation and submission of programme documents, including concept notes, proposals, budgets and programme reports in line with donor and special appeal regulations and international humanitarian standards
  • With the support of the head of programs, constantly liaise with Trócaire’s humanitarian unit at HQ to ensure compliance with organization policies and procedures throughout the programme cycle.
  • Ensure proper monitoring and management of a multi-donor budget (budget development, monitoring and reporting).
  • Provide constant guidance and support to partners to ensure that the provided response and assistance is in line with the humanitarian and protection standards.

Programme Monitoring and Evaluation

  • Carry out regular visits to partner offices and programme areas to ensure ongoing oversight of the Trócaire funded earthquake related projects
  • Ensure  regularl monitoring and support to the implementation of active projects with partner organizations.
  • Identify, facilitate, capture and share learning among partners
  • Prepare and submit thematic reports inclusive of context and impact analysis, and feed into the wider organizational reports and strategies.
  • Develop a Protection Framework to support the designed response and support the rollout of relevant programmatic tools that support the delivery of qualitative protection programming.
  • Develop an M&E Framework to support the designed response and put in place an appropriate M&E system for partners to gather the information needed in a timely fashion and enhance accountability and protection mainstreaming
  • Support in periodic reviews and evaluations of Trócaire funded partner implementation work for the earthquake and relevant humanitarian response. Support in undertaking any planned mid-term and end of programme evaluations and audits in line with the organisational policy

Partnership Management

  • To support in developing and managing partnerships with local organisations and donors including strategic partnerships such as Caritas organisations.
  • To support and advise partner organisations through training, focusing on organisational development and project implementation issues affecting partners.
  • To identify the technical learning needs of partners and organise appropriate responses to achieve capacity-strengthening within the earthquake response programme period.
  • To develop relationships with and represent Trócaire on relevant networks and platforms relevant to the earthquake response e.g. clusters, consortia, Caritas etc.

Capacity building and and Knowledge Management

  • To keep Trócaire’s Programme Management Database (Salesforce, Agresso) up-to-date for the programme in line with organisational policy.
  • To keep informed about situations and humanitarian issues in Lebanon, Syria and Turkey and to provide monthly situation reports and analysis to management and partners.

Representation, Coordination and Networking:

  • Represent Trócaire, and the work and perspectives of our partners, at relevant cluster and coordination including protection working groups, and the Emergency Response Taskforces.
  • Help to build and maintain professional relations with relevant organisations including Caritas, UN working groups, humanitarian organisations and donors as appropriate.
  • Ensure close coordination and proactive communication with Trócaire’s wider humanitarian team on all aspects of accountability and protection and build links with key focal in other country programmes

Other

  • To undertake any other activities reasonably requested by the Head of Programs or Country Director

Qualification:

  • Third level qualification in Humanitarian or related field of study.
  • Post-graduate qualification in a relevant area, or significant experience beyond that outlined below. 

Experience:

  • At least 5 years’ experience in the delivery of humanitarian programmes, including experience working in insecure or unpredictable environments. Experience in humanitarian relief, emergency response, protection and PSS. Experience in managing accountability and cash programming.
  • At least five years of demonstrable experience in the management of humanitarian programmes.
  • At least four years of experience of working in a multi-cultural environment and playing a role in ensuring cohesiveness, inclusion and development of staff at all levels.
  • Experience working with partners and ability to work through a local partnership model
  • Demonstrable experience of humanitarian programming with a knowledge of the regional and local context in particular.
  • In-depth understanding of programming in a partnership model, working on partnership-based programming.
  • Thorough understanding of safeguarding and accountability considerations in development/humanitarian work.
  • Demonstrable experience of promoting gender equity through programming and within an international organisation. 
  • Demonstrable experience of working to attract institutional donor funding and of managing large and complex donor grants;
  • Experience of working with management information systems.
  • Project cycle management using logical frameworks.
  • Training/capacity building in a multi-cultural environment.

Skills:

  • Knowledge and understanding of humanitarian issues, particularly those related to the humanitarian crisis in Lebanon and the region.
  • Knowledge of minimum standards in humanitarian programming, including Protection, Sphere, HAP and protection mainstreaming
  • Good understanding and experience of protection mainstreaming and safeguarding, principles that prioritise community participation
  • Demonstrated ability to think strategically and to develop and implement a clear response strategy in the context of organisational strategy.
  • Demonstrated ability to work well within multi-cultural teams of national and international staff
  • Ability to coach and help others develop their professional skills 
  • Excellent interpersonal and communication skills and demonstrated ability in using these with internal and external stakeholders (partners, donors, host government etc.).
  • Demonstrated ability to manage budgets in complex humanitarian contexts.
  • Highly organised, with excellent planning, prioritisation and problem-solving skills.
  • Excellent written, oral and presentational communications skills in both Arabic and English languages.
  • Computer literacy skills in word, excel and internet/email.
