JOB SUMMARY
The Protection Needs Assessment (PNA) Enumerator is responsible for conducting timely, accurate, and ethical protection data collection activities at field level to support the identification, analysis, and reporting of protection risks, threats, vulnerabilities, needs and available capacities within communities.
DUTIES
• Collect qualitative and quantitative protection data in line with UNHCR guidance, approved methodologies, and standardized assessment tools.
• Document protection risks, threats, vulnerabilities, protection needs, available community capacities, coping mechanisms, and immediate life-saving or urgent assistance needs.
• Ensure accurate completion and timely submission of PNA reports using the standard reporting templates.
• Conduct visits to locations within the CDC coverage area, including collective shelters, informal settlements, urban areas, and locations beyond walking distance, to ensure maximum outreach and coverage.
• Support follow-up on recommendations issued as a result of PNA findings, in coordination with the Reporting Officer.
• Adhere strictly to protection principles, including do-no-harm, confidentiality, informed consent, and accountability to affected populations.
• Participate in coordination meetings, briefings, and capacity-building activities related to protection monitoring and assessments, as requested.
• When required and subject to workload, support CDC outreach, mobilization, and awareness-raising activities targeting displaced and host communities.

• Strong communication and interpersonal skills, with the ability to engage respectfully with vulnerable populations.
• High attention to detail and ability to accurately document sensitive information.
• Strong organizational and time-management skills, with the ability to manage multiple field assignments and meet reporting deadlines.
• Ability to work independently in the field while maintaining effective coordination with supervisors and team members.
• Discretion and ethical conduct when handling sensitive protection information.
• Ability to operate in dynamic, high-pressure humanitarian environments and adapt to changing field conditions.
OTHER QUALIFICATIONS
• Proficient with Microsoft Office programs.
• Ability to use mobile data collection tools, online forms, or digital assessment platforms, as required.
• Bachelor’s degree in Social Work, Social Sciences, or a related field is preferred.
• Previous experience in humanitarian field work, protection monitoring, assessments, or community outreach is an asset.
• Basic understanding of protection concepts, including vulnerability, protection risks, referrals, and humanitarian principles.
• Knowledge of the local context is highly desirable.
