Program Director - Baladi

The Program Director leads the consortium by providing high-level coordination, compliance and supervision on all levels. The PD is directly responsible for the proper coordination with AOR assigned by USAID and will have to ensure submission of all required documents. The PD is responsible to ensure the proper implementation of the award as per Cooperative Agreement between Caritas and USAID. The PD is responsible for the proper coordination with Caritas headquarters and is directly reporting to Caritas Lebanon President and General Director. TASKS AND RESPONSIBILITIES The PD should work closely with the Key Personnel to: Ensure successful completion of the objective of the award in line with rules and regulations of the donor reflected within the Cooperative Agreement Take strategic decisions regarding the program Review and approve yearly work plans Review and approve yearly financial plans Review and approve budgets Coordinate in finalizing municipal projects evaluation and selection criteria Participate as a member of the selection committee Review and approve yearly M&E Plan Plans, directs, and coordinates activities of the program to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters. Coordinate with USAID BALADI IPs and other USAID funded programs to ensure synergy between programs. Follow up on all phases of the projects during the implementation and operation phases.   EXPERIENCE The Program Director should have: A minimum of 15 years of experience in managing similar projects, activities, and responsibilities; A post-graduate degree in a field of direct relevance; Vast knowledge about and experience in the status, challenges and opportunities of municipalities in Lebanon; Prior experience in implementing Donor programs; Directed, managed, implemented, and evaluated large projects; and Ability to create and maintain good working relationships with USAID and local community leaders.   SKILLS Ability to achieve operational objectives by contributing information and recommendations to strategic plans and reviews Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to detail Solid project management skills Project planning, organizing and management techniques Budget preparation, fiscal management and analysis Ability to successfully initiate and maintain positive relationships with communities and NGOs Skill in establishing priorities Strong interpersonal skills and ability to deal effectively in team environment Experience in program development, donor compliance, monitoring, evaluating and reporting Excellent knowledge of English and Arabic; French is a plus Excellent reporting, communication and interpersonal skills Good computer applications skills.
