JOB SUMMARY
The Senior Grants Coordinator is responsible to manage CL’s Migrants portfolio and is accountable for the timely implementation of Migrants grants while maintaining high quality in delivering the services. The SGC should support CL Migrants project coordinators and should provide technical and managerial support needed to the team.
The SGC will be accountable on all projects’ and grants’ deliverables governed by local and international donors. Delivery of services and compliance to CL and donors’ rules and regulations is key success indicator to measure this position performance.
The Senior Grants Coordinator will also be contributing in all donors’ engagement and portfolio management and should be effectively and actively engaged in the finalization of CL Migrants strategy
MAJOR DUTIES / RESPONSIBILITIES
Operational Activities
- Contribute to the development of the Migrants grants’ Strategy and provide technical support and assistance to its implementation
- Contribute to the development of new programs and partnerships, in line with identified Migrants sector needs and within Caritas Lebanon’s strategy, including the elaboration of donor proposals in collaboration with the Head of Grants, Director of Programmes, Program Development Unit and MEAL teams.
- Draft, review and provide support in the negotiation of project agreements, including sub-agreements and memorandum of understanding
- Monitor and support the use of grants management tools such as Project trackers; Budgets, procurement plans, recruitment plans ensuring accurate tracking of implementation and timely alerts to potential challenges/obstacles
- Support in grants modifications mainly Cost and non-cost extension, amendments, workplan revision etc.
- Monitor and manage all administrative and financial details concerning issuance of grants
- Ensure proper execution of the policies and procedures indicated in the grants guidelines, regulations and requirements of the donors
- Manage the Migrants grants’ Unit and directly supervise the project PCs
- Provide guidance to the project coordinators and support in the day-to-day management of grants
- Ongoing monitoring of grant budgets and expenditures jointly with the related finance officer
- Communicate and maintain swift coordination with the donors
- Document and archive all files related to grants and official correspondence
- Monitor the Migrants grants program’s indicators in close coordination with the MEAL team
- Ensure grant and procurement activities are in compliance with the donors and Caritas Lebanon rules, regulations and policies
- Ensure efficient processing of all grants documents through the required approvals
- Ensure timely communications with program and technical units on any issues concerning programs achievements, notable events, performance, completion of milestones and any other issue of interest
- Contribute to and review all internal and external reports to ensure coherence, accuracy, high professional standards and timely submissions
- Analyze regularly the context, risks, operational access issues and availability of resources, in relation to the program objectives in close coordination with the project teams
- Address the feasibility of proposals and realign them in light of the field assessment findings
- Participate/oversee the recruitment process of the unit staff
- Regularly promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones and performance appraisals
Generic Duties
- Follow Caritas Lebanon operational policy and procedures
- Respect the internal policies and procedures for example: uniform, attendance, discipline, etc.
- Complete schedules, activity planners, monitor staff availability and act against any shortfalls
- Resolve any staff issues and escalate any unresolved issue to the related manager
- Perform other related duties as assigned by the manager
Team Management
- Provide on-going leadership and support to staff
- Conduct timely performance evaluations and staff development
- Recommend disciplinary action as needed following established policy
- Control knowledge of procedures and ensure their strict implementation
- Give clear responsibilities to the team
- Provide assistance and organize good communication with the team
- Organize and facilitates meetings as needed
- Ensure the department staff is informed of the policy changes
JOB KNOWLEDGE
- Academic: Bachelor Degree related to humanitarian and project management or Degree relevant to Migration Studies
Other Qualifications: Communication, writing, analytical and negotiation skills
Related Work Experience:
-Minimum of 7 years of progressively responsible experience, with 5 years in a similar capacity
-Proven Experience in Effective data trending, document control, reporting skills and technical bench skills
Language skills: English and Arabic
Computer Literacy: MS-Word / MS-Excel – Advanced level
