Senior Meal Officer

The Senior MEAL Officer is responsible for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects.   Duties Review the results of the performance monitoring conducted to projects by the M&E officers Compile the risks and challenges being faced during the implementation of the programs and provide recommendations to solve them Provide feedback to the Project Coordinators on project strategies and activities Analyze the data collected and report the finding related to situational monitoring  Establish and/or review logical frameworks established for projects Coordinate with all the concerned parties involved in the implementation of projects to establish MEAL plans Decide on and establish the M&E tools required to collected the data needed Monitor the performance and conduct of the M&E officers in the field and report the finding to the MEAL manager Review the client survey reports conducted by the officers in the unit Write the quarterly and final evaluation reports for projects Follow up on the quality of the data reported from the field/regional centers and provide recommendations for improvement Contribute to the development of the reporting systems employed to serve the programs  Support project coordinators in collecting and reporting data to the donors   Analyze the data reported by the accountability officer and report them to the MEAL manager Identify bottlenecks in procedures, practices or activities and recommend improvements    Establish Key performance indicators to Caritas’ departments and units Evaluate the performance of the departments and centers and report the findings to the MEAL manager Conduct the needed investigations related to sensitive cases and report them to the MEAL manager Review and amend any report conducted by the officer in the MEAL unit before reporting it to the MEAL manager Perform other duties as required Business Skills Excellent technical skills in socio-economic research and program performance assessment Excellent skills in quantitative and qualitative analysis Extensive experience in developing log frames/results frameworks and identifying appropriate performance indicators Strong communication and facilitation skills and ability to establish good working relationships with colleagues and partners in a sensitive environment Must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision Demonstrated ability to train and build capacity of others Strong organizational skills Excellent writing and data analytical skills Ability to undertake regular field visits and interact with different stakeholders Excellent command of written English and French Computer Skills Proficiency in Microsoft Office
