Key Responsibilities:
Monitoring & Evaluation
- Set the projects’ MEAL plan with required new tools and templates and revise existing ones ensuring high standards of M&E (e.g. progress, quality, relevance and impact monitoring).
- Design M&E tools, and implement monitoring and evaluation of the projects, as well as ensure updated and high quality of regular reports
- Coordinate and contribute to the development and implementation of M&E systems, including M&E SOPs, guidelines and tools.
- Ensure that M&E activities are integrated into program planning and implementation, and that M&E findings are used to inform program decision-making.
- Participate in program design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
- Support the programme team in the identification of project requirements regarding selection criteria, processes, and data management flow.
- Develop both qualitative and quantitative data collection tools and methodology in need assessment and evaluation of the projects
- Conduct data analysis, together with the Senior IM Officer using Tableau software. Develop statistics and charts to facilitate evidence-based programming including but not limited to perform data cleaning, preparation, and assist in translations as needed.
- Seek solutions for more complex data management requirements in collaboration with the Senior IM Officer.
- Regularly track the progress of all targets and indicators within the MEAL plan and communicate progress.
- Track the timely release of reports and other IM products.
- In partnership with the IM officer and relevant PMs take lead in the preparation, implementation and editing of evaluations for Lebanon and other Caritas Switzerland offices.
- In partnership with the IM officer and relevant PMs take lead in the preparation, implementation and editing of Needs Assessments for Lebanon and other Caritas Switzerland offices.

Accountability & Learning
- Accountability & Learning
- Conduct regular project field visits within Lebanon to monitor progress and quality of activities and provide structured feedback.
- Support in the set-up of effective mechanisms for collecting and responding to feedback from the communities and key stakeholders to ensure accountability.
- Ensure CACH MEAL regulations are adhered to.
- Assist in the identification, formulation, mapping, and sharing of best practices and lessons learned with the supervisor.
- Development of research and learning questions, methodologies, qualitative and quantitative data collection tools, support in data collection, analysis, and presentation of findings.
- Lead on the further design, implementation and tracking of the projects’ learning in close collaboration with the Programme Manager. This does include coordination activities with project partners and external stakeholders.
- Contribute to program learning through supporting specific analysis, documentation of lessons learned and development of reports.
- Lead on the process of dissemination of learnings and findings, developing internal briefing documents to inform the project and adjustments to the project’s Theory of Change.
- Support in the revision of the project in-line with the lessons learnt.
- Carry out other tasks assigned by the supervisor.
Coordination, Partnership Management & Capacity Building
- Contribute actively to maintain a strong working relationship with partners and keep the MEAL Manager informed of all partnership developments.
- In collaboration and agreement with the MEAL manager ensure continues contact for MEAL related issues and other support efforts to enhance agency and partners MEAL systems and standards
- Communicate and build the MEAL capacity of organization’s implementing partners on the same line for effective implementation.
- Collaborate with staff (and implementing partners) on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
- Conduct trainings for enumerators in Lebanon on MEAL tools and methodologies, mobile data collection, database management, accountability mechanisms.
- Coordinate with MEAL focal points in other country missions in developing best practices and sharing lessons learned.
- Support the Programme Department in new initiatives, should these arise during the employment period.
- Carry out other tasks assigned by the supervisor.
Competencies and Qualifications
Education
University degree in Humanitarian or Development Studies, International Relations, Business Administration, Social Work, or a related field..
Professional Experience
- 4+ years of relevant experience in functional or technical area of MEAL
- Proven work experience in a post-conflict setting.
- Proven work experience in donor reporting.
- Sound understanding of the Lebanon context.
- Proven record of successful proposal development of MEAL components with multi-lateral donors, including proposals designed with local partners.
- Very strong expertise in Project Cycle Management skills.
- Experience in designing tools and strategies for data collection, analysis and production of high quality reports.
- Proven work experience in leading the design and implementation of Evaluation and Needs assessments.
Skills and Competencies
- Highly organized, good capacity of analysis and synthesis, and attention to coherence and detail. Strong inter-personal skills, patience, and persistence, if required.
- Strong motivation to work in close partnership with national partners.
- Expertise in analyzing data using statistical software.
- Strong writing skills for proposal development and reporting
- Sound understanding of humanitarian standards
- Solid communication, training and presentation skills, especially in writing.
- Solid and proven capacity building and coaching skills.
- Ability to work independently, with minimal supervision and to cope with time pressure
- Sound experience with modern ICT, technology and modern management tools
Language and Other Requirements
Fluency in Arabic and English are required
