Talent Acquisition Officer

Handle the Recruitment and Selection Process:

  • Receive on a regular basis the job openings (mainly through the Personnel Requisition Form) from Heads of Departments, in order to be informed of the positions to be filled and the required candidate profile.
  • Validate the vacant needs through research and analysis.
  • Search for appropriate profiles utilizing various resources (internal and external).
  • Read, analyze and interpret profiling and psychometric tests in order to evaluate profiles to ensure they fit the requirements.
  • Conduct Competency Based Interviews with external and internal applicants at entry and middle and senior level positions to assess the qualified candidates.
  • Write evaluations after analyzing behavioral trends and assessing the development of the required competencies for the position to be filled.
  • Coordinate with the Hiring Manager (Head of Department/Branches) on the selected candidates for an in-depth technical interview. Discuss with the Hiring Manager the evaluations in order to select the best fit.
  • Job Posting: Prepare the communication to be sent to all employees detailing the job description and requirements. After filtering (profiling tests + CBI) the qualified applicants, negotiate with the releasing manager the submittal of their candidacy to the concerned Hiring Manager.

Prepare Offers to selected external candidates:

  • Conduct background investigation for the external candidates in coordination with the Information Collection Unit and follow-up on the outcome before proceeding with the hiring process.
  • Propose salary and grade to Compensation and Benefit unit based on qualifications and interview evaluation results.
  • Prepare a Hiring Record for selected candidates (summary of relevant information concerning the candidate and the job to be filled, etc.) and review for validation with the Head of Recruitment & Selection Department.

Select Internal Candidates:

  • Agree with the Hiring Manager on the selected candidate and transfer the file to the Position Management Unit for follow up and appointment.

Handle Phone Calls:

  • Handle phone calls from candidates, employees, hiring managers, and external sponsors inquiring about the results of the recruitment process.

Support Recruitment Activities for Overseas Operations:

  • When expanding into a new country, provide necessary support to the counterpart HR in recruitment related issues such as search for CVs, conduct tests and screening interviews.

Prepare Statistical Reports:

  • Prepare statistical reports covering the recruitment and selection activities by analyzing data in the various databases of the Recruitment & Selection Department and the Employee Information File. It includes, among others, Turnover Analysis report, R&S Budget Reconciliation Report, statistics on CVs received, candidates tested and/or interviewed, and candidates selected.
  • Submit it to the Head of HR and Top Management on a quarterly basis for information.

Represent the Organization:

  • Represent the Group through presentations delivered to university students/career forums.
  • Participation in the various local job fairs in order to promote Caritas Lebanon mission and attract a pool of qualified candidates.

Staffing Budget: 

  • Prepare a comprehensive report for the next year portraying the departments recruitment needs, number of vacancies, budget per vacancy, reason for validation. Prepare and submit an overall cost budget for recruitment needs in terms of count and salary for Top Management approval.  

Assessment of Internal Promotions:

  • Conduct assessment of internal candidates who are proposed for promotions or transfer to evaluate their level of expertise and know how in order to assess whether they fit the requirements of the job or not.

Meetings with Managers:

  • Conduct meetings with the line managers to strategically align their recruitment objectives with the human capital requirements.

Other Similar Responsibilities:

  • Carry out other similar duties that can be defined within the broad functional job and functional responsibilities outlined above. These may include reviewing the testing system, improving the recruitment and selection process, conducting research on the internet, and working on special projects assigned by the Head of Department.

Additional Training: Interviewing Skills, body language, certification level A&B

Related Work Experience: 5 years of experience in related field

Computer Literacy: MS-Word / MS-Excel – Intermediate level
